SR-11-12-2013-3BCity Council Meeting: November 12, 2013 Agenda Item: 313 To: Mayor and City Council From: Jacqueline Seabrooks, Chief of Police Subject: 2013 DOJ Edward Byrne Memorial Justice Assistance Grant (JAG) Recommended Action Staff recommends that the City Council: 1. Authorize the City Manager to accept a grant awarded in the amount of $29,283 from the U.S. Department of Justice Edward Byrne Memorial Justice Assistance Grant for the Recession Crime Control Program. 2. Authorize budget changes as outlined in the Financial Impacts and Budget Actions section of this report. Executive Summary The City of Santa Monica Police Department has been awarded a grant of $29,283 under the 2013 Justice Assistance Grant (JAG) Program, which is administered by the U.S. Department of Justice. Funds are received in the first year of a four -year grant period, which means that all funds must be utilized by the end of the four -year grant period. No local match is required. The City of Santa Monica Police Department's proposal only allows for funds to be used on costs associated with anti -crime operations. The funds would facilitate a precision approach to extra staffing during deployment cycles which would enhance public safety and services to the City. Discussion In 2009, 2011, and 2012, the City Council authorized the Police Department to apply funds awarded under the JAG program to this same project. The project pays overtime costs for Police Department staff to participate in precision anti -crime control operations. The operations utilize crime analysis and investigative techniques which produce information needed to conduct precision anti -crime operations, such as identifying trends in specific crimes that are occurring in a particular location and deploying -the Crime Impact Team to enforce the laws and ultimately stop criminal activity from 1 occurring. This funding gives the Police Department a tool in the form of extra staffing dedicated to anti -crime control operations, which would otherwise be unavailable to the department. To meet the grant conditions, the applicant must provide a 30 -day period for public comment on the proposed use of the funds. The City of Santa Monica met this condition by issuing a public service announcement from July 22, 2013 through August 20, 2013. The announcement was posted on the City and Police Department websites, public bulletin boards in City Hall, and the Public Safety Facility. No responses were received in opposition to the use of the JAG Program funds. Financial Impacts & Budget Actions Award of a $29,283 grant from the U.S. Department of Justice for the Recession Crime Control Program requires the following FY 2013 -14 budget changes: 1. Establish revenue account 20304.403635 in the amount of $29,283. 2. Appropriate the following expenditures to reflect receipt of the U.S. Department of Justice Edward Byrne Memorial Justice Assistance Grant: $29,283 at account number 20304.578841.
