Subject: Award Construction Contract for a New Traffic Signal at Olympic Drive
and Avenida Mazatlan
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with Select
Electric, Inc. a California -based company, in an amount not to exceed $222,000
(including a 10% contingency) for the construction of a new traffic signal at
Olympic Drive and Avenida Mazatlan;
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within contract authority.
Executive Summary
This project would construct a new traffic signal at the intersection of Olympic Drive and
Avenida Mazatlan. The current 4 -way stop configuration of the intersection has become
inefficient due to the increased amount of pedestrians and vehicles. Additional
pedestrian and vehicle traffic is anticipated with the extension of Olympic Drive between
Main Street and Ocean Avenue as part of the Village Development Project. Staff
recommends Select Electric, Inc. as the best bidder to construct the new traffic signal at
a cost not to exceed $222,000.
Background
On June 12, 2012 Council authorized the 2012 -2014 Capital Improvement Program.
The program allocated Traffic Signal Safety Enhancement funds in order to construct a
new traffic signal at Olympic Drive and Avenida Mazatlan.
Discussion
The current 4 -way stop configuration of the intersection has become inefficient due to
the increased amount of pedestrians and vehicles. Additional pedestrian and vehicle

traffic is anticipated with the extension of Olympic Drive between Main Street and
Ocean Avenue as part of the Village Development Project. The construction of the
extension of Olympic Drive is a public benefit negotiated as part of the development
agreement. The Village project will also install three new traffic signals along Olympic
Drive. The extension of Olympic Drive will allow greater access to the Downtown, pier
and beach areas and also provide direct access to the eastbound Santa Monica
Freeway (1 -10) eastbound on -ramp.
The new traffic signals would be connected to the City's Advanced Traffic Management
System (ATMS). The traffic signal timing would be coordinated with the existing traffic
signal at Olympic Drive and 4th Street and with the future traffic signal at Olympic Drive
and Main Street.
Contractor Selection
On February 13 and 15, 2014, the City published a Notice Inviting Bids in the Santa
Monica Daily Press. The bid documents were posted on the City's online bidding
system. More than 25 contractors requested the bid documents. The City Clerk's
Office received three formal bids that were publicly opened by the Deputy City Clerk on
March 13, 2014. The bid results are as follows:

All bids were evaluated on competitive pricing, understanding of the project's scope,
direct experience on similar projects, approach to the work, technical competence,
compliance with federal requirements, and the ability to meet the required time frames.
Other criteria considered for contractor selection included consistent accuracy in
bidding, volume of projects that involve traffic signal and fiber optic improvements, and

positive reference responses.
Staff recommends Select Electric, Inc. based on price, quality of services offered, and
experience with similar projects. Select Electric, Inc.'s price is within the City's estimate.
Select Electric, Inc.'s experience on similar projects is extensive and includes prior
projects with the City of Santa Monica involving the installation of traffic signals and fiber
optics.
Staff contacted the reference agencies and all respondents reported that Select Electric,
Inc.'s work was completed in a timely and cost - efficient manner while maintaining
consistent quality. The Center for Contract Compliance verified that Select Electric, Inc.
is in good standing and capable of handling labor compliance issues. The State
Contractors' License Board confirmed that Select Electric, Inc.'s license is current,
active, and in good standing.
Financial Impacts & Budget Actions
The contract to be awarded to Select Electric, Inc. is for an amount not to exceed
$222,000. Funds in the amount of $222,000 are available in the FY 2013 -14 Capital
Improvement Program budget at account 0017085.589000 — Traffic Signal Safety
Enhancement.
