R10806City Council Meeting May 13, 2014 Santa Monica, California RESOLUTION NUMBER 10806 (CCS) (,City £ounce Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA FOR REVISING SOLID WASTE RATES WHEREAS, a study has determined that solid waste (refuse) rates must be established and revised in order to promote waste diversion efforts and recover City costs for providing solid waste (refuse) service; and WHEREAS, Municipal Code Section 5.08.250 allows for the setting of bi- monthly rates for City integrated solid waste services to be set by resolution; and WHEREAS, the rates established by this resolution are no more than necessary to recover the costs of the services provided including the establishment of a five percent (5 %) operating reserve level; and WHEREAS, the City of Santa Monica, in accordance with Article Xlll D Section 6 of the California Constitution, mailed a notice of the proposed integrated solid waste rate increases for a three -year period beginning July 1, 2014 through June 30, 2017 to the owner of record of each parcel in Santa Monica. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. Effective July 15Y or as soon thereafter practical, integrated solid waste rates shall be increased by the maximum rate as follows and shall be in the amounts established by Exhibit 1 to this resolution, which is incorporated by this reference: SECTION 2. Commencing on July 1, 2017 and on July 1st of each fiscal year thereafter, all rates and fees established by this resolution shall be administratively revised and increased by a factor equal to the difference in the Los Angeles- Anaheim- Riverside Consumer Price Index for Wage Earners and Clerical Workers for the twelve month (12) period February through February of the prior fiscal year. Notwithstanding the foregoing, in no event shall the annual administrative revision set forth in this section be less than zero (0 %). 2 Single Family Multi - Family Commercial July 1, 2014 3.85% 1.00% 7.25% July 1, 2015 3.85% 1.00% 7.25% July 1, 2016 3.85% 1.00% 7.25% SECTION 2.
