Subject: Contract Modification for the Airport Administration Fire Alarm Upgrade
Project
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a first modification in the
amount of $4,989 (includes a 10% contingency) to construction Contract No.
9795 (CCS) with Golden Phoenix Construction Company, Inc., a California -
based company, to provide additional construction services for the Airport
Administration Fire Alarm Upgrade Project. This would result in an amended
construction contract with a new total amount not to exceed $187,673.
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
On September 10, 2013, Council authorized a contract with Golden Phoenix in the
amount of $182,683 to modernize the Airport Administration fire alarm system to meet
current code. The proposed modification of $21,596 would be for the engineering,
design and installation of additional alarm devices such as horn strobes and pull
stations in the Airport Hangar and Administration buildings. The additional devices are
the result of the Fire Department's site review. The initial, unused project contingency
of $16,607 would be applied toward the proposed modification resulting in a net
increase of $4,989. The project started construction in November 2013 and is
anticipated to be completed in February 2014.
Background
On September 10 2013, Council authorized a contract with Golden Phoenix in the
amount of $182,683 to modernize the Airport Administration fire alarm system to meet
current code. The upgrade of the Airport Administration building fire alarm system would
modernize the system and facilitate easier maintenance. Separate fire alarm control

panels would be installed in the Airport Administration and hangar buildings along with
pull stations and visual annunciation devices in accordance with current fire codes.
Preliminary fire protection plans for both buildings have been reviewed by the City Fire
Marshal.
Discussion
Additional construction services are necessary to incorporate supplementary devices
into the alarm system. The Fire Department identified additional locations for alarm
devices during construction as part of the standard plan review and site walk - throughs.
The proposed modification of $21,596 is for the engineering, design and installation of
additional alarm devices including horn strobes and pull stations in the Airport Hangar
and Administration buildings. The initial, unused project contingency of $ 16,607 would
be applied toward the proposed modification resulting in a net increase of $4,989. The
Airport Administration fire alarm project started construction in November 2013 and is
anticipated to be completed in February 2014.
Financial Impacts & Budget Actions
The contract modification to be awarded to Golden Phoenix Construction Company, Inc.
is $4,989 (includes 10% contingency), for an amended contract total not to exceed
amount of $187,673. Funds in the amount of $4,989 are available in the FY 2013 -14
Capital Improvement Program budget in account C336033.589000 (Airport Buildings
Rehabilitation).
