Subject: Professional Services Agreement Modification for Design Services for Pico
Branch Library
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a seventh modification to Professional Services Agreement No. 9180 (CCS) in the
amount of $28,215 (includes a 10% contingency) with Koning Eizenberg Architects (KEA),
a California -based company, to provide additional construction administration and design
services to complete the Pico Branch Library Project. This would result in a new
agreement in the amount of $996,153. The term of the agreement will remain at four years
and is set to expire on June 30, 2014.
Executive Summary
On February 23 2010, Council authorized a professional services agreement with KEA to
provide design services for the Pico Branch Library in an amount not to exceed $882,590.
A seventh modification in the amount of $28,215 is required to provide additional
construction administration and design services through the anticipated project completion
date in early 2014. This would result in a new agreement in the amount of $996,153. The
term of the agreement will remain at four years and is set to expire on June 30, 2014.
Background
On May 12, 2009, Council approved construction of a new branch library at Virginia
Avenue Park. On February 23, 2010, Council awarded Professional Services Agreement
No. 9180 (CCS) to KEA for design services for the Pico Branch Library, in an amount not
to exceed $882,590. The subsequent four modifications were necessary due to project
scope and design changes and were issued within budget authority.
On Julv 10, 2012, Council approved a fifth agreement modification with KEA in the total
amount of $85,348 for construction administration services as well as design services to
incorporate the alternate bid item for a Rainwater Harvesting System for a new modified

agreement in the amount of $967,938. A sixth modification was issued to extend the term
of the agreement without additional compensation.
Discussion
The construction administration scope in KEA's agreement was limited to a 12 -month
construction period. This scope was subsequently extended by two months in the July 10
2012, approved modification to bring KEA's services in line to the anticipated October
2013 completion of the project. The project has encountered unforeseen conditions and
scope changes resulting in the anticipated construction completion date for the Pico
Branch Library to be revised from October 2013 to early 2014. A seventh modification to
the agreement with KEA is necessary to provide construction administration, design
services and project closeout through the extended construction timeline.
Financial Impacts & Budget Actions
The modification to be awarded to Koning Eizenberg Architects is $28,215, for an
amended total not to exceed $996,153. Funds in the amount of $28,215 are available in
the FY 2013 -14 Capital Improvement Program budget in account C014032.589000, Pico
Branch Library.
