SR-11-26-2013-3LCity Council Meeting: November 26, 2013 Agenda Item: N) To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Award Construction Contract for Green Bike Lanes on Main Street and Broadway Recommended Action Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a construction contract with Chrisp Company, a California -based company, in an amount not to exceed $523,852 (includes a 10% contingency) for the installation of Green Bike Lanes on Main Street and Broadway. 2. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within budget authority. Executive Summary The Main Street and Broadway Green Bike Lane Project takes place on Main Street between Colorado Avenue and Ozone Avenue and on Broadway between 6th Street and Centinela Avenue. This project would improve visibility and comfort for bicyclists on Main Street, a popular north /south bikeway and on Broadway, a popular east/west bikeway as part of a prominent bikeway network envisioned in the City's Bicycle Action Plan. In September 2013, the City solicited bids for the construction of buffered green bike lanes on Main Street and Broadway. Four bids were received and opened on October 16, 2013. Staff recommends Chrisp Company, the best bidder, for construction of the project at a cost not to exceed $523,852. Discussion On November 22, 2011, Council adopted the final Bicycle Action Plan, which supports the City's Land Use and Circulation Element (LUCE) goals to encourage and facilitate bicycling in Santa Monica. Among the recommendations approved in the Bicycle Action Plan were infrastructure improvements to create visible, wider, green bikeways on Broadway and Main /2nd Streets, implementing a visible "green cross" of buffered bike 1 lanes along the most heavily used bikeways in the city and providing good links to all other bikeways and destinations. The green bikelanes on Main Street and Broadway will be installed using the same material and color that was used on the Ocean Park Complete Green Street project, which is performing well approximately a year since completion. Plans for green bike lanes on 2nd Street between Colorado Avenue and California Avenue have been developed but will be implemented after the repaving of 2nd Street, which was deferred to accommodate completion of Parking Structure 6. Contractor Selection On September 21 and 23, 2013, the City published a Notice Inviting Bids for the construction of green bike lanes on Broadway and Main Street in accordance with City specifications. The bid was posted on the City's online bidding site and advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. The City Clerk's office received four sealed bids, which were publicly opened by the Deputy City Clerk on October 16, 2013. Bid results are as follows: Bidder Chrisp Company PCI Sterndahl Enterprises, Inc. Alpha 1 Construction Location Base Bid Rialto, CA $ 476,229 Long Beach, CA $ 574,796 Sun Valley, CA $ 633,405 Santa Fe Springs, CA $ 639,998 Engineering Estimate $ 765,000 Bids were reviewed by Public Works staff and evaluated on understanding of the project's scope, direct experience on similar projects, approach to the work, technical competence, qualifications of the proposed staff, and the ability to meet the desired time frames. Chrisp Company, located in Rialto, CA, is recommended as the best bidder based on the price, product availability, selection, quality of material, and compliance with City 2 specifications. Staff contacted references provided by Chrisp Company for a green bike lanes project for the University of California, Davis; highway striping projects in the cities of Danville and Hayward, California, for Caltrans; and roadway striping projects for Contra Costa County and the City of Berkeley. Reference agencies reported that work was completed in a timely and cost - efficient manner while maintaining consistent quality. Staff also verified with the Contractor's State License Board that Chrisp Company's license is current, active, and in good standing. Construction Management and Public Outreach Construction management and public outreach for this project would be provided by City staff. Construction management would include inspecting the contractor's work during construction, verifying and documenting field changes and unforeseen conditions, monitoring and mitigating impacts as a result of the construction activities, attending contractor's safety meetings, attending periodic progress meetings, and maintaining all necessary inspection documentation relevant to the work conducted during construction. Public outreach would include notifications distributed, within a perimeter of 500 feet, to adjacent properties and the surrounding community detailing the scope of the project and subsequent updates, potential impacts including possible night work, weekly updates via the City's "Know Before You Go" (aka KBUG) website, weekly updates in the Santa Monica Daily Press, and meetings with affected entities as necessary for successful project implementation. Construction Schedule Work is anticipated to begin the week of January 13, 2014 and be completed by March 30, 2014. 3 Financial Impacts & Budget Actions The contract to be awarded to Chrisp Company is for an amount not to exceed $523,852 (including a 10% contingency). Funds are available in the FY2013 -14 Capital Improvement Program budget in account 0014071.589000.
