Subject: Proposition 1 B Transit Security Grant Funds Application
Recommended Action
Staff recommends that the City Council:
1. Adopt the attached resolution authorizing the application for Proposition 1 B grant
funds in the amount of $534,182 from the California Office of Emergency
Services for the BBB's Transit Security Improvement Project.
2. Authorize the City Manager to execute all necessary documents to apply for the
grant, if awarded, and accept all grant renewals, if awarded.
3. Authorize budget changes as outlined in the Financial Impacts and Budget
Actions section of this report, in the event that the grant is awarded.
Executive Summary
Funds are available to the Big Blue Bus (BBB) through the Highway Safety, Traffic
Reduction, Air Quality, and Port Security Bond Act of 2006, also known as Proposition
1 B bond funds. The grant funds may be used for a variety of safety and security capital
enhancement projects. Adoption of the attached resolution is a requirement of the grant
program for eligibility to receive Proposition 1B bond funds allocation for Fiscal Year
(FY) 2012 -2013 and 2013 -2014.
Background
The Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006,
approved by voters as Proposition 1B in 2006, authorizes for specified purposes,
including grants for transit system safety, security, and disaster response projects.
Funds may be used for capital expenditures to increase protection against security and
safety threats.

The City of Santa Monica's Big Blue Bus is a designated recipient in the State
Controller's Office Transit System Safety, Security, and Disaster Response Account to
receive funds in the amount of $267,091 per fiscal year for FY 2012 -2013 and FY 2013-
14. Proposition 1 B funds are allocated to transit operators by the state on an annual
basis through the California Transit Security Grant Program ( CTSGP) for transit security
purposes and managed by California Office of Emergency Services (Cal OES). These
funds are available pending the sale of bonds by the State.
On February 23 2010, City Council adopted Resolution No 10386 granting the City
Manager authorization to submit applications and accept grant funds for FY 2009 -10
Prop 1B Security Improvement Projects for the purchase of proximity access controls
and the automation of facility access gates around the 8.3 acre campus to improve and
provide greater physical security of BBB capital assets and personnel.
On May 10 2011, City Council adopted Resolution No 10460 granting the City Manager
authorization to submit applications and accept grant funds for FY 2010 -11 Prop 1B
Security Improvement Projects to replace security cameras that have exceeded their
useful life and purchase additional security cameras to provide additional coverage in
support of new transit facilities on the Big Blue Bus site.
On July 10, 2012, City Council adopted Resolution No 10691 granting the City Manager
authorization to submit applications and accept grant funds for FY 2011 -12 Prop 1B
Transit Security Improvement Project to further enhance bus security by purchasing up
to 100 new on -board wireless cameras for the bus fleet.
Discussion
Proposition 1 B funds are allocated to transit operators by the State of CA on an annual
basis through the CTSGP for transit security purposes and managed by Cal OES.
Applications to secure funds for projects are submitted and approved annually;
however, the availability of the funds is contingent upon the success of the State of CA
Prop 1 B bond issuance. Funds are made available for disbursement to transit operators

once the proceeds from the sale of the bonds are received by the State. Due to a delay
in funding from the State of CA, BBB will receive both the FY 2012 -13 funding allocation
($267,091) and the FY 2013 -14 funding allocation ($267,091) in FY 2013 -14
The FY 2012 -13 and FY 2013 -14 funds would be used to continue BBB's Transit
Security Improvement Project, which includes replacing onboard security cameras that
have exceeded their useful life and adding wireless download capability, increasing the
efficient retrieval of digital recordings from buses.
A Threat and Vulnerability Assessment was conducted in FY 2010 -11, and this update
assisted BBB in identifying areas to improve security of its assets and ensure front line
employees are equipped to handle such incidents and emergencies. Additional security
cameras and proximity access controls provides greater protection against security and
safety threats.
Financial Impacts & Budget Actions
Award of the Proposition 1B grants totaling $534,182 from the California Office of
Emergency Services for the BBB's Transit Security Improvement Project requires the
following FY 2013 -14 budget changes:
1. Increase revenue budget at account 41642.407910 in the amount of $534,182.
2. Appropriate expenditures in the amount of $267,091 at account 0410956.589000
to reflect the receipt of FY 2013 -14 Proposition 1 B bond funds.
