SR-02-11-2014-3EID City of City Council Report Santa monied City Council Meeting: February 11, 2014 Agenda Item: 3 -E To: Mayor and City Council From: Scott Ferguson, Fire Chief Subject: Purchase of One Tanker Training Prop Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with Fireblast Global, a California -based company, in an amount not to exceed $250,092 for the purchase and delivery of a mobile hazardous material tanker live fire training prop system. Executive Summary In January 2014, the City solicited Request for Proposals for the purchase of one new mobile hazardous material tanker live fire training system. Staff recommends Fireblast Global as the best bidder for the purchase and delivery of the training prop in an amount of $250,092. The funding for the purchase is being provided by the 2011 Urban Area Security Initiative (UASI) grant funds. Discussion In 2013, the City of Santa Monica Fire Department was awarded funds as part of the U.S. Department of Homeland Security, Federal Emergency Management Agency's Urban Area Security Initiative grant. Funding in the amount of $250,092 was provided specifically to purchase training props and equipment that supports regional homeland security goals. Funding was specifically earmarked for props and equipment for the development of a training satellite site in Santa Monica. The training prop being purchased replicates a hazardous material tanker and,provides first responders the opportunity to train on a variety of realistic scenarios including a live tanker fire. The system is designed to accommodate training in a manner which provides for safety first, while allowing for realistic training scenarios. M Vendor Selection On January 16, 2014, the City published a Notice Inviting Requests for Proposals (RFP) to furnish and deliver one mobile hazardous material tanker live fire training prop system built according to specifications developed by a training technical working committee, comprised of Fire Department personnel. According to purchasing data, 498 vendors were notified of the opportunity to respond to the Request for Proposals. The large number of vendors notified was due to very broad purchasing categories for Fire Equipment and Supplies. Eighteen (18) vendors downloaded the proposal requirements and specifications. Proposer's questions were answered with an addendum posted on January 23, 2014. One responsive bidder was received on January 29, 2014 as well as one No Bid response. The Fire Department contacted vendors that downloaded the specifications requesting feedback and reasoning for not participating in the bid solicitation; responses are yet to be received. The bid was evaluated based on the ability to meet the technical specifications, price, product availability and delivery schedule, selection, quality of material, and compliance with City specifications. Based on these criteria Fireblast Global is recommended as the best bidder to provide the specified prop in accordance with City specifications. Financial Impacts & Budget Actions The contract to be awarded to Fireblast Global is for an amount not to exceed $250,092. Funds are available in the FY2013 -14 budget in division 20312. The contract will be charged to account 20312.555397.
