SR-02-25-2014-3DCity Council Meeting: February 25, 2014 Agenda Item: 34) To: Mayor and City Council From: David Martin, Director of Planning & Community Development Subject: First Modification of the Professional Services Agreement with Kimley- Horn Associates, Inc. for the Engineering and Traffic Survey Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to Professional Services Agreement #9752 (CCS) in the amount of $9,625 with Kimley -Horn Associates, Inc., a North Carolina -based company, to provide Average Daily Traffic counts at 77 locations for the Engineering and Traffic Survey. This will result in a 2 year amended agreement with a new total amount not to exceed $89,625. Executive Summary Kimley -Horn Associates, Inc. (KHA) has been performing professional services to complete the update to the City's Engineering and Traffic Survey. In order to complete the survey, Average Daily Traffic (ADT) count data must be collected at 77 locations where current data is not available. The $9,625 modification would bring the total contract amount to $89,625. Background On June 25, 2013 Council authorized a professional service agreement with KHA for the completion of an Engineering and Traffic Survey to review and update speed limits along 200 street segments in the City. The State of California Vehicle Code Section 22358 allows local jurisdictions to use the results of an Engineering and Traffic Survey to justify the establishment of speed limits lower than 55 miles per hour on certain streets. The California Manual on Uniform Traffic Control Devices (MUTCD) specifies that ADT count data must be collected for 1 each roadway segment that is analyzed. In order to complete the survey, ADT counts must be collected at 77 locations where current data is not available. Discussion The City has provided all available ADT counts to KHA for use in the Engineering and Traffic Survey, however data for all 200 segments is not currently available. The California Manual on Uniform Traffic Control Devices (MUTCD) specifies that Average Daily Traffic (ADT) data must be collected for each roadway segment that is analyzed. This contract modification would allow KHA to collect the necessary ADT counts at 77 segments and complete the Engineering and Traffic Survey for an amount of $9,625. Financial Impacts & Budget Actions The agreement modification to be awarded to Kimley -Horn Associates, Inc. is $9,625, for an amended agreement total not to exceed $89,625. Funds are available in the FY 2013 -14 Capital Improvement Program budget in account 0017072.589000.
