Subject: Professional Services Agreement Modification for Deputy Inspection
Services for Parking Structure 6
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a fourth modification to Professional Services Agreement No. 9575 (CCS) in
the amount of $45,000 (includes a 10% contingency) with Willdan Geotechnical, a
California -based company, to provide deputy inspection services during rebuilding of
Parking Structure 6. This would result in a two year amended agreement with a new
total amount not to exceed $468,000.
Executive Summary
On April 24 2012, Council approved a contract with Willdan Geotechnical to provide
deputy inspection and material testing services for Parking Structure 6 in an amount not
to exceed $285,500. Subsequent contract modifications were necessary due to
unforeseen conditions and additional requirements. In order to ensure the opening of
the Parking Structure within the current schedule, the contractor has re- sequenced
some of the remaining work and increased the amount of work performed on Saturdays.
These changes necessitate additional deputy inspection services in an amount not to
exceed $45,000. The project is expected to be completed by the end of December
2013.
Background
On June 30, 2009, Council approved a design -build contract with Morley Construction
Company for the demolition and reconstruction of Parking Structure 6. On April 24,
2012, Council approved Professional Service Agreement No. 9575 (CCS) with Willdan
Geotechnical to provide deputy inspection and testing services for the reconstruction of
Parking Structure 6 in an amount not to exceed $285,500. These services are required
to ensure that structural concrete, masonry, steel, welding and bolted elements are
constructed to Building Code requirements and specifications.

On January 8, 2013, Council approved a modification for $82,500 with Willdan
Geotechnical to provide additional deputy inspection services necessary due to a
number of unforeseen conditions and additional requirements during construction
including modifications to the shoring design and plan check revisions.
On August 13, 2013, Council approved an additional amount of $55,000 due to
construction delays caused by complications in the first three levels, coordination of the
exterior trellis /stair structure and design changes to the exterior fagade.
Discussion
The demolition and rebuilding of Parking Structure 6 began on March 5, 2012. Due to
design changes and unforeseen complexity encountered during construction, the scope
of work required for inspection services increased and was approved in previous
Council actions. These changes have also led to the contractor re- sequencing some of
the remaining work and perform an increased amount of work on Saturdays in order to
ensure the project opens on time. Examples of such changes include:
• Re- sequencing masonry work over a longer period of time in order to prioritize
more critical activities.
• Performing small concrete pours on Saturdays.
• Having multiple contractors working simultaneously that all require inspection.
These changes would result in additional deputy inspections costs but would allow the
project to remain on schedule. Funds from savings in the direct owner costs are
sufficient to absorb the cost of required additional services without impacting the overall
project budget. The project is estimated to be completed by the end of December 2013.

Financial Impacts & Budget Actions
The modification to be awarded to Willdan Geotechnical is $45,000, for an amended
agreement total not to exceed $468,000. Funds are available in the FY 2012 -13 Capital
Improvement Program (CIP) in account C014049.589000, Parking Structure 6
Construction.
