Authorize the City Manager to negotiate and execute a contractual services agreement with General Pump Company, Inc., a California -based company, in an amount not to exceed $260,000 for emergency well relining of Santa Monica Well No. 3 and a contingency of $260,000 for treatment of waste flow from the well, for a total amount not to exceed $520,000. 2. Appropriate the budget increases as outlined in the Financial Impacts and Budget Action section of this report. Executive Summary Santa Monica Well No. 3 failed on May 5, 2013. The cause of the failure was a break in the casing near the bottom of the well 300 feet below the surface. The loss of Santa Monica Well No. 3 represents a loss of production of almost a million gallons of potable water per day and a corresponding increase in purchases from Metropolitan Water District (MWD). The well needs to be rehabilitated to resume water production and reduce reliance on imported water. Staff recommends awarding a contractual services agreement in an amount not to exceed $520,000 to General Pump Company, Inc., the City's current contracted vendor for water well maintenance and repair services to provide the necessary repair for Santa Monica Well No. 3 and treatment of waste flow from the well. Background In June 2012, the City published a Notice of Inviting Bids to provide maintenance and repair services to the water wells in accordance with City specifications. The bid was posted on the City's on -line bidding site and in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. General Pump Company, 1 Inc. was the best bidder based on pricing, experience, qualifications, and compliance with the City's specifications. On September 11, 2012, Council awarded Bid #4008 to General Pump Company, Inc., for the repair and maintenance of ground water wells citywide in the amount of $540,000 for a three -year period. Approximately $105,000 was spent in FY 12 -13 and $72,000 in FY 2013 -14, for total of $177,000 Discussion Water wells require periodic maintenance and repair including video logging, brushing, mechanical and chemical well treatments, and casing repair. On May 5, 2013, Santa Monica Well No. 3 failed due to a ruptured casing near the bottom of the well. The inability to use Santa Monica Well No. 3 has resulted in increased imported water purchases from MWD and a diminished capacity to address the remediation of the contamination in the Olympic sub - basin. The failure of Santa Monica Well No. 3 was an unforeseen event. The well needs to be repaired to resume sourcing groundwater for Santa Monica. Upon investigation of the failure, staff determined that the casing had become brittle in other areas above the original break. The well was drilled in 1969. The best way to extend its useful life is to reline the well by installing a new well casing. This would provide for an estimated 25 years of service and is much less expensive than drilling a new well. The cost to reline Santa Monica Well No. 3 is estimated at $260,000, compared to the cost of a new well at a minimum of $1.5 million. To expedite the repair, staff recommends a contract service agreement with General Pump Company, the City's current contracted vendor for water well maintenance and repair. Once the new liner is in place, the well must be rehabilitated by manipulating the flow of water from the well to distribute the gravel packing in an even layer between the original casing and the new liner. This activity produces a large volume of waste flow that must be discharged either to the storm drain system or the sanitary sewer. Staff has initiated K, the process to procure a permit from the Regional Water Quality Control Board for waste discharge to the storm drain system. An anticipated component of this permit will necessitate treatment of the waste flow to improve water quality before it is discharged into the storm drain. Staff recommends a contingency amount of $260,000 for treatment of waste flow that would be generated through this process. The contractual services agreement with General Pump Company would not exceed $520,000 for the well relining of Santa Monica Well No. 3 and the treatment of waste flow from the well. Financial Impacts & Budget Actions The contractual services agreement to be awarded to General Pump Company, Inc., is for an amount not to exceed $520,000. Funds in the amount of $36,648 are included in the FY 2013 -14 budget at account 25671.555010. Award of the contract requires an additional appropriation of $483,352 to account 25671.555010. The contract will be charged to account 25671.555010.
