SR-09-24-2013-3G - 505-001-07City Council Meeting: September 24, 2013 Agenda Item: To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Modify Agreement with ICF Consulting for Environmental Screening Services at the Buffer Park Recommended Action Staff recommends that City Council: 1. Authorize the City Manager to negotiate and execute a fourth modification to Professional Services Agreement #8914 (CCS) in the amount not to exceed $51,049 with ICF Consulting Services, LLC, a California -based company, to provide environmental screening services for the proposed Buffer Park located in the Olympic Well Field. This will result in a five year agreement with a new total amount not to exceed $3,826,147. 2. Appropriate the budget increase as outlined in the Financial Impacts and Budget Actions section of this report. Executive Summary The City has an existing agreement with ICF Consulting Services for environmental assessment and groundwater services in the Olympic Groundwater Basin. The proposed Buffer Park will be situated within property formerly used by Boeing as an aircraft manufacturing facility, which will become an EXPO maintenance facility with the completion of the EXPO light rail. Pending demolition of existing structures on the property provides the opportunity to more fully assess the soils beneath the structures. An amendment to the existing agreement with ICF to perform the necessary soil analyses is the most efficient manner to accomplish this. Additional funding in the amount of $51,049 is necessary to complete additional work in Task 4 (As- Needed Technical Support) of the existing agreement. Background The proposed Buffer Park will occupy property which was once part of a larger former Douglas Aircraft Company property (The Boeing Company). This 21 -acre property will become an EXPO maintenance facility with the completion of the EXPO light rail line into Santa Monica. Environmental testing has been performed by EXPO and Boeing in 1 the Buffer Park area; however, testing has been limited in the Buffer Park area due to the presence of two buildings on the former Boeing property (Buildings 2 and 3, Attachment 1) which occupy approximately 50% of the Buffer Park site. The scheduled demolition of the two buildings provides the opportunity to conduct soil sampling in the Buffer Park area currently occupied by the structures, in order to more fully characterize the environmental conditions of the soils across Buffer Park area. The Buffer Park is located within the 21 -acre EXPO maintenance facility site. The Buffer Park site overlays the Olympic Groundwater Basin, in which the City has recently negotiated settlement agreements to effect groundwater remediation. The City has an existing agreement with ICF Consulting Services, Professional Services Agreement #8914 (CCS) originally executed in 2009, for environmental assessment and groundwater monitoring services in the Olympic Groundwater Basin which has proven beneficial in achieving the Gillette /Boeing settlement agreements. ICF was selected in 2008 following the issuance of a Request for Qualifications for professional services. Seventeen responses were received, and ICF was selected based upon the firm's familiarity and history with sites in the Olympic Basin, exceptional accuracy and quality of work, and competitive pricing. The resulting professional services agreement was executed for a five year term. On April 23, 2013, a third modification to the agreement was approved by Council which resulted in a total contract value not to exceed $ 3,775,098 with the term ending June 30, 2014. Discussion Between 1942 and 1971, Douglas Aircraft Company and subsequently McDonnell Douglas Corporation (The Boeing Company), owned and operated an aircraft manufacturing facility at the EXPO site. While environmental testing and analysis has been conducted over the years at the EXPO site, soil testing and analysis has only been conducted on approximately half of the Buffer Park parcel. Two large buildings 2 (Buildings 2 and 3, Attachment 1) currently occupy approximately 50% of the future Buffer Park. Given the impending demolition of Buildings 2 and 3 at the EXPO site and proposed Buffer Park creation, and the documented releases of Volatile Organic Chemicals (VOCs) at the site during its use as an aircraft manufacturing facility, it is prudent to conduct additional sampling across the Buffer Park site once Buildings 2 and 3 are demolished. This would provide a more comprehensive assessment of the environmental conditions in the soil throughout the Buffer Park site. Several non - routine activities have been identified that can be completed by ICF due to the firm's unique knowledge of the Olympic Well Field and the Boeing site, regulatory requirements, and City administrative programs and policies. These non - routine elements can be completed by November 2013. Activities and associated costs, proposed to be performed by ICF under an amendment to Task 4 of existing Agreement #8914 include: • Building Demolition Observations — Due to the fact that historic operations in the Buildings 2 and 3 are not well- documented, ICF would be on -site during the demolition of the foundation and slab of the current structures at a cost of $9,288. • Conduct Environmental Screening Field Activities — ICF would perform a soil gas survey and a soil sampling program at the Buffer Park site. Field work includes the collection of soil gas samples at 30 locations at a depth of approximately 8 feet below ground surface (bgs). Following the completion of the soil gas survey, ICF would collect a maximum of 10 soil samples based on field observations and soil gas survey results. All soil gas and soil samples would be analyzed for VOCs. This field program would cost $35,121. • Final Report Preparation — Upon completion of the field activities program, ICF would prepare a report which documents soil vapor and soil boring analytical results obtained from the work. Results will be compared against the levels used by Boeing to complete its Health Risk Assessment for the property, as well as against the California Human Health Screening Levels and EPA Region 9, Regional Screening Levels. The final report would cost $6,640. 3 Financial Impacts & Budget Actions The agreement modification to be awarded to ICF is $51,049, for an amended agreement total not to exceed $3,826,147. Award of the agreement modification requires the following budget actions: 1. Release of $51,409 from Gillette settlement funds for the Olympic Basin Remediation at 1.380237 2. Appropriation of $51,409 to account 25671.555060 3. Appropriation of budgets for transfers from the General Fund (01695.570080) to the Water Fund (25695.570080).
