WHEREAS, said Planning Commission has fully considered
the evidence both for and against the adoption of said proposed
amendment to the Master Plan,
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF SANTA MONICA RESOLVES AS FOLLOWS:
1. That that certain report entitled "REVISION MASTER
PLAN, CITY OF SANTA MONICA, SOUTHWESTERLY SECTION " AND DESIGNATED
AS REPORT NO. 62 -1 TOGETHER WITH MAPS INCLUDED THEREIN, on file
in the Office of the Planning Director, is hereby adopted as
"REVISION - MASTER PLAN- CITY OF SANTA MONICA SOUTHWESTERLY
SECTION" FOR THE PHYSICAL DEVELOPMENT OF THE CITY OF SANTA MONICA.
2. That the Secretary and Chairman of this Commission
are hereby authorized and directed to record on said REPORT NO ®62 -1
the action taken by this Commission together with the date said
action was taken and to place their respective signatures there-

4-B The Planning Director reviewed the amendment to the Master
Plan for the Physical Development of the City of Santa Monica encom-
passing the area bounded by Pico Blvd., Lincoln Blvd., the southerly
City limits and the Pacific Oceans which plan was adopted by Plan-
ning Commission Resolution No, 62 -6e
Mr. Hamilton moved to adopt the plan as approved. The
motion was seconded by Mr. Goodfriend.
Mr. Minter moved to amend the motion by deleting the
reference of a proposed branch library at Hotchkiss Parka The motion
was seconded by Mr. Bohn and carried with Councilmen Brown and
Hamilton voting "NO".
The motion as amended was carried by the following vote.
AYES: Councilmen: Bohn, Brown, Goodfriend, Hamilton,
Hoover, Minter, McCarthy

4 ®C The public hearing was opened to confirm the assessment for
sidewalks and appurtenant work at various locations within the City,
under the 1911 Improvement Act.
The Clerk reported that a total of 27 written protests had
been received, after which Arthur Bornstein and Raul Galvan spoke in
protest of the work done.
Uto J. O'Connor spoke, after which Mr. Goodfriend moved to
close the hearing. The motion was seconded by Mr. Brown and carried
unanimously.
Mr. Bohn moved to overrule the protests. The motion was
seconded by Mr. Brown and carried unanimously.

depicting the future relationship between people and their needs
for residential areas, schools and parks, shopping areas, indust-
rial districts, and all other community facilities. Adopted by
resolution, the Plan is subject to periodic review to keep it
abreast of changing conditions, for the Master Plan is dynamic."

The Need for Revision
Since its original preparation and adoption in 1958 the Master Plan
has been an important instrument in guiding the continued growth and
development of Santa Monica. Many proposals advanced by the Master Plan
have become existing realities while numerous others show evidence of
early completion. Although important advances have been made during the
brief period it has been in existence, one of the important concepts of
the Master Plan is that it is a dynamic rather than a static plan. One
of the basic elements of the Master Plan is that of periodic review and
revision to keep pace with changing conditions while presenting an accur-
ate picture of the direction of future growth and development.
A comprehensive appraisal of the Master Plants proposals for that
section of the city lying south of Pico Boulevard and west of Lincoln
Boulevard reveals a present need for revision in several areas. Import-
ant developments have occurred which demonstrate both the influence of the
Master Plan and the need for revision to adequately reflect the accomplish-
ments to date. The Ocean Park Redevelopment Project is proceeding rapidly
toward completion, the Joslyn Park site has been acquired and developed;
public off street parking lots have been acquired and improved, plans fCr
major improvement of the circulation pattern have been prepared by the
Traffic Engineering Division of the Public Works Department; and, several
substantial residential developments have been completed or are under
construction.
Consequently, a thorough re -study of the area has been conducted and
a list of proposed revisions and additions tcF this segment of the Master
Plan prepared. Although no basic alteration in the overall scope of the
plan is recommended, the proposed revisions will effect changes in 3 gen-
eral areas including.-
1. A revised, expanded and more efficient circul-
ation system,
2. Modification of the high density residential
pattern along the Ocean Front,
3. A clearer identification of existing public
facilities.

Proposed revision and additions to the Plan are8
1. A Secondary Thoroughfare corresponding to the gener_a_1_ al_ianment of
Sixth Street.
The traffic Engineering Division has prepared preliminary plans for
the widening, and realignment of Sixth Street to provide continuity and serve
as a secondary street in the area.
AA SSecondary Thoroughfare along the general alignment of Strand Street.
The Traffic Engineering Division has also prepared preliminary plans
for the realignment and widening of Strand Street to provide needed east -west
movement in this area.

has been acquired and developed. Future expansion of this park is proposed by
the Comprehensive Recreation Plana
1�. The Branch Library Site _originally proposed as mart of a nei hborhood
commercial center at Fourth Street and Ocean Park Boulevara as ris eloca'ed to the
general vicinity of Mary Hotchkiss Park.
The new site has several advantages. It is in clove proxinity to the
two proposed elementary school sites and is still centrally located to the area
served. The existing Mary Hotchkiss Park site offers the possibility of com-
bining the library facilities into the park.,

volume and topographic features require a grade separation at this intersection.
Preliminary plans for both the grade separation and widening of tie streets in-
volved have been prepared by the Traffic Engineer.

Preliminary plans for the expansion of Main Street into a major thor-
oughfare have been prepared by the Traffic Engineering Division. Proposed high
density residential development in this area requires a major thoroughfare link-
ing Ocean Avenue and the Central Business District with the southwesterly city
limits and the area beyond.

All land in this designated area is basically similar in nature and
situation and therefore, good planning practice would demand that similar
residental uses be applied. Existing zoning restrictions on most of the
area which would be affected is already R -4, multiple residential, which
permits high - density, high rise residential structures.

The considerations which indicated the need for neighborhood commer-
cial facilities in this vicinity have not appreciably changed, and the proposed
high density residential uses in this area will still require a neighborhood
commercial center. However, due to the present residential character of the
area, the existing topography, and the need for a grade separation at the
intersection of Fourth Street and Ocean Park, it is evident that commercial
facilities would be better located at some other site. Relocation of these
facilities to the general vicinity of Main Street and Ocean Park Boulevard
has the advantages of designating commercial activity in an area presently
in commercial use, more suitable for commercial activity, and partially with-
in or adjacent to the area under redevelopment.
