Executive Summary On April 26, 2011, Council approved the overall schematic design for Parking Structure 6 and advised staff to incorporate visual and aesthetic considerations into the alley and side elevations of the structure to ensure a positive pedestrian experience. The art installation proposed for the rear elevation could not be constructed within the project budget and timelines. Staff recommends an alternate paint design that complies with the Council design directive and is feasible within fiscal and scheduling constraints. Background On May 11, 2010, Council approved a contract with Morley Construction Company for preconstruction and design services for Parking Structure 6. The design team includes International Parking Design, Inc., as the parking designers and Behnisch Architekten (now Studio Jantzen) as the architect for the architectural elements. On January 11, 2011, Council approved the proposed conceptual design for Parking Structure 6. On April 26, 2011, Council provided input for schematic design. On July 26 2011, Council approved the design development for Parking Structure 6. On December 1, 2011 the City entered into a professional service agreement with Mike Ross (NonStop, Inc.) for design development only for artwork for the east fagade of Parking Structure 6. This 0 agreement and associated work was completed. On June 12, 2012, Council approved a professional services agreement with Mike Ross (NonStop, Inc.) for the fabrication and installation of the artwork.. This professional service agreement was not executed. Discussion On April 26, 2011, Council approved the overall schematic design for Parking Structure 6 and advised staff to incorporate visual and aesthetic considerations into the alley and side elevations of the structure to ensure a positive pedestrian experience. On June 12, 2012, Council approved a professional services agreement with Mike Ross (NonStop, Inc.) for the fabrication and installation of an artwork for the east fagade of Parking Structure 6 in an amount not to exceed $125,000. Staff and the contractor worked diligently with the artist to address key issues impacting the budget, which included: • Fabrication of a work similar in scale and scope to the final design approved by the Public Art Committee within the project budget. • Structural connection detailing for the artwork which was large, intersecting the structure at multiple points, and functionally picking up significant lateral loads. • Installation strategies due to the bulk of the piece, which required fabrication in pieces. • Lighting alternatives which were not included in the baseline estimates. Ultimately, the approved art installation could not be constructed within the project budget. After significant modification of the proposed art involving consultation with design and construction specialists, estimates from five different fabricators still came in at six to ten times the budget for the art. Approved funds were considerably depleted by attempts to address these issues, leaving about two-thirds of the original budget for any future art project in Parking Structure 6. Construction of Parking Structure 6 is on schedule for completion in December 2013. The design architect suggested an alternate paint design that adheres to the Council design directive and is also feasible within these fiscal and scheduling constraints. The pa design would consist of a painted facade that references the dramatic stairway on the front elevation (Figure 1). Staff analyzed the rear and side elevations with input from the project contractor and design architect and identified the following advantages to the recommended modification: • The South and North side elevations have limited visibility and the visible portions of the side elevations would be improved with the recommended painted design (Figure 2 and Figure 3). • The recommended paint scheme would provide continuity with the dramatic red stair and articulated screen of the front elevation on 2nd street (Figure 4). • The painted design proposed for the rear elevation would enliven the pedestrian and visual experience. Staff recommends this alternate paint design as it complies with the Council design directive and is feasible within fiscal and scheduling constraints Commission Action On August 15, 2011, the Public Art Committee of the Art Commission approved the panel's recommendation of Mike Ross and the conceptual design. The final design was approved by the Public Art Committee on May 3, 2012. When notified of the issues related to the fabrication and installation of the artwork, the Public Art Committee decided to defer a final decision whether to pursue another public art element for Parking Structure 6 until a treatment for the wall was finalized. If such a project were to move forward, the Committee indicated that funding constraints would most likely limit the scale. The project would need to be located in an area where it could provide greater public impact, such as the alley door and staircase area. Next Steps Following Council action, staff anticipates this project timeline: • The alternative design will be installed on the rear and side elevations of the structure — late September 2013 3 ® Parking Structure 6 will open to the general public —late December 2013 Financial Impacts & Budget Actions There is no immediate financial impact or budget action necessary as a result of the recommended action. The recommended alternative design falls within existing budget authority for Parking Structure 6. Originally, the East Fagade along the back alley was deliberately kept plain to allow for an art component to be placed upon completion. Since the art component will not be realized for some time, it was decided to graphically enhance the Fagade by using an applied paint scheme to the concrete structure instead. It is proposed to paint the structure in a monochrome white and grey striped format of vertical stripes, varying in width. This scheme also wraps around the upper north and south facades over the adjacent buildings. The monochrome scheme is superimposed by a few thin vertical red lines that are meant to remind the visitor of the red stair along 2nd Street.
