Subject: Award Construction Contract for the Hotchkiss and Marine Park Public
Restroom Renovation Project
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with G2K
Construction, Inc., a California-based company, in an amount not to exceed
$532,400 (includes a 10% contingency) for the Hotchkiss and Marine Park Public
Restroom Renovation Project.
2. Authorize the Director of Public Works to issue any necessary change orders to
complete the work within contract authority.
Executive Summary
The Hotchkiss and Marine Park Public Restroom Renovation Project would upgrade
and bring park restroom facilities into compliance with the Americans with Disabilities
Act (ADA). Existing non-compliant facilities, associated amenities and the Hotchkiss
entry plaza would be renovated and improved. Staff recommends G2K Construction,
Inc. as the best bidder for the Hotchkiss and Marine Park Public Restroom Renovation
Project at a cost not to exceed $532,400.
Discussion
This project would renovate and upgrade the Hotchkiss and Marine Park public
restrooms and bring these facilities into compliance with the ADA. Additionally, this
project would provide an improved entry plaza at Hotchkiss Park. On June 12, 2012,
Council approved a professional services contract with Adrian-Gaus for design of
renovations for each park facility.

Contractor Selection
On May 29, 2013, the City published Notices Inviting Bids to upgrade and renovate
existing public restroom facilities at Hotchkiss and Marine Park in accordance with ADA
specifications and improve the entry plaza at Hotchkiss Park. The bid was posted on the
City's online bidding website and published in the Santa Monica Daily Press in
accordance with the City Charter and Municipal Code provisions. Nine bids were
received and publicly opened on June 27, 2013. Bid results are as follows:

Bids were evaluated based on the criteria in SMMC 2.24.072, including price,
experience, references, and percentage of work self -performed. Sigma Services Inc. is
the lowest bidder, but received lower scores on previous work experience, references
and self -performed work measures.
The type of work, clients involved, and venues provided by Sigma Services were not in
line with the City's proposed project. Additionally, Sigma Services proposed
subcontracting out 81% of the contract work. Self -performing a greater percentage of
the work on small remodel projects reduces reliance on subcontractors, giving the
general contractor better control over the work and reducing the City's exposure to
change orders and delays.

G2K construction, the second -lowest bidder, provided more relevant project experience,
all positive reference responses and a higher percentage of self -performed work. Based
on these criteria, G2K Construction, Inc. is recommended as the best bidder. Staff
contacted references provided by G2K Construction, Inc. for prior project experience
with the City of Beverly Hill's Hamel Park Project, the City of Long Beach's Orizaba Park
Project, and the Pasadena Unified School District's Hamilton Elementary Project. All
respondents reported that work was completed in a timely and cost-efficient manner
while maintaining consistent quality. Staff also verified with the Contractors State
License Board that G2K Construction, Inc. has a contractor license that is current, active
and in good standing.
Construction Schedule
Construction work is tentatively scheduled to begin in late October 2013 for a period of
approximately 142 days, with completion prior to April 2014.
Financial Impacts & Budget Actions
The contract to be awarded to G2K Construction, Inc. is for an amount not to exceed
$532,400 (includes a 10% contingency). Funds in the amount of $532,400 are included
in the FY2013-14 Capital Improvement Program budget in account C196041.589000.
This project is funded by federal Community Development Block Grant (CDBG) funds.
