SR-09-10-2013-3FCity of City Council Report Santa Monica' City Council Meeting: September 10, 2013 Agenda Item: 3F To: Mayor and City Council From: Scott Ferguson, Fire Chief Subject: Second Amendment to 2009 Urban Area Security Initiative (UASI) Grant Recommended Action Staff recommends that the City Council: 1) Authorize the City Manager to accept a grant from The Department of Homeland Security in the amount of $99,378; execute a second amendment to the 2009 UASI grant in the amount of $149,378 and execute related agreements to purchase equipment and training that supports regional homeland security goals. 2) Appropriate the budget increases and authorize the budget changes as outlined in the Financial Impacts and Budget Actions section of this report. Executive Summary Under the UASI 2009 grant program $422,442 was awarded to the City of Santa Monica Fire and Police Departments as a part of the U.S. Department of Homeland Security, Federal Emergency Management Agency's UASI grant. Additional regional funds became available and the grant period was extended; the Fire Department and the Office of Emergency Management were awarded $156,814 in additional funding to purchase equipment that supports regional homeland security goals. A first amendment in the amount of $7,436 did not require a formal amendment to the contract between Santa Monica and the City of Los Angeles. A formal amendment is required when an amendment exceeds twenty-five percent of the total grant award. The City received an additional $50,000 for the purchase of emergency shelter supplies, and because these additional funds did not increase the total grant by twenty-five percent or more an amendment to the contract was not completed at that time. The additional funding in the amount of $99,378 received by the Fire Department for personal protective equipment requires an amendment to the contract since the total of all additional funds now exceeds twenty-five percent of the original grant award. 1 Discussion The UASI program focuses on enhancing regional preparedness in major metropolitan areas. The UASI program directly supports the national priority of expanding regional collaboration within the national preparedness guidelines and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery from natural or man-made disasters. Under the 2009 UASI Grant, $422,442 was awarded to the City of Santa Monica Fire and Police Departments as a part of the U.S. Department of Homeland Security, Federal Emergency Management Agency's UASI grant. The original Police and Fire grants were accepted on October 12, 2010 and June 14, 2011 respectively. The Office of Emergency Management (OEM) received an additional $50,000 which was accepted on January 8, 2013. Although the grant was accepted and the budget appropriation was completed, the contractual agreement between the City of Los Angeles and the City of Santa Monica did not require an amendment at that time. The original performance period for the grant ended on March 31, 2012. However, on March 6, 2013 the California Emergency Management Agency extended the performance period deadline for all UASI 2009 projects to April 30, 2013 to allow for the spending of reallocated regional funding. On March 19, 2013 the City entered into a First Amendment to the agreement which increased the City's allocation by $7,436 for a total allocation of $429,878. The first modification did not require Council's approval because it was below the State's threshold for formal approval of the agreement's modification; an amendment is required when a change is in excess of twenty-five percent of the total grant. The Second Amendment increases the grant's allocation by $149,378; which includes the OEM award of $50,000 and an additional $99,378 for the Fire Department for a total award for all City projects in the amount of $579,256. The UASI grant program was created to support large, "core" cities and those other cities with contiguous borders to the core city. The UASI grant program is 100% 2 federally funded from the Department of Homeland Security to the State of California. The City of Los Angeles acts as the core city for the UASI grant and allots funds to the City of Santa Monica. These funds have purchased necessary equipment, supplies, and training in direct support of overall regional goals to promote effective information gathering, sharing, and response to threats and/or acts of terrorism. The additional funds in the amount of $149,378 were used to purchase ADA compliant emergency costs ($50,000) for Area A cities including Santa Monica, Beverly Hills, Culver City, and West Hollywood and to purchase personal protective equipment ($99,378) for Santa Monica and other regional fire agencies throughout Los Angeles County. Financial Impacts & Budget Actions Acceptance of the additional $99,378 award from the 2009 Urban Area Security Initiative grant program requires the following FY 2013-14 budget changes: 1) Increase revenue budget at account number 20312.406795 in the amount of $99,378. 2) Appropriate the following operating expenditures in the amount of $99,378 at account number 20312.555395 to reflect receipt of the grant.
