SR-09-10-2013-3Dre a ANNA City o, City Council Report Saute Monica City Council Meeting: September 10, 2013 Agenda Item: 3-13 To: Mayor and City Council From: Dean Kubani, Director— Office of Sustainability and the Environment Subject: Measure V Citizens Oversight Committee Name Change Recommended Action Staff recommends that the City Council approve the attached resolution to change the name of the Measure V Citizens Oversight Committee to Clean Beaches and Ocean Parcel Tax Citizens Oversight Committee. Executive Summary On June 12, 2013, the Measure V Citizens Oversight Committee voted to change its name to the Clean Beaches and Ocean Parcel Tax Citizens Oversight Committee. Staff recommends that the City Council approve a resolution to change the name of the Measure V Citizens Oversight Committee. Background The Clean Beaches and Ocean Parcel Tax was adopted in the November 2006 elections by adding SMMC Section 7.64 to the Santa Monica Municipal Code. Known as Measure V, Section 7.64.080 authorizes the City Council to establish a Citizens Oversight Committee (Committee) to audit the use of the tax proceeds and to determine the membership, scope and responsibilities of the Committee. The Measure V Citizens Oversight Committee was established by the City Council on May 27 2008, by Council Resolution 10295 (CCS). Discussion On June 12, 2013, the Measure V Citizens Oversight Committee voted to change its name to the Clean Beaches and Ocean Parcel Tax Citizens Oversight Committee, and to direct staff to proceed with the appropriate steps to make the change official. U The reason for the name change request is to better describe the purpose of the Committee for the benefit of the public. Currently, when a Committee meeting is posted, there is little information to suggest the Committee is tasked with oversight of projects associated with the Clean Beaches and Ocean Parcel Tax. The Committee decided to change its name to more accurately reflect its work. Because the Committee's name was established by resolution of the City Council, staff requests that the Council adopt the attached resolution to change its name. Financial Impacts & Budget Actions There is no immediate financial impact or budget action necessary as a result of the recommended action.
