Seabrooks, Chief of Police Subject: UC Berkeley Sobriety Checkpoint Grant Recommended Actions Staff recommends that the City Council: 1. Authorize the City Manager to accept a no match grant award in the amount of $45,000 from the University of California Berkeley — Safe Transportation Research and Education Center in Support of the Sobriety Checkpoint Grant Program. 2. Authorize the budget changes outlined in the Financial Impacts and Budget Actions section of this report. Executive Summary In support of the City's efforts to reduce occurrences of victims killed and injured in alcohol -involved collisions, the Police Department has secured a one year grant in the amount of $45,000 from the University of California Berkeley — Safe Transportation and Education Center. The funds, which are only available for overtime operations, would be used to operate a one-year Sobriety Checkpoint Grant with best practice strategies which include DUI checkpoints only. These strategies are designed to earn media attention, thus enhancing the overall deterrent effect. Discussion One of the Police Department's priorities is to work to reduce the incidences of injury and fatal alcohol -involved collisions in Santa Monica. The annual Sobriety Checkpoint grant allows for the enhancement of the Police Department's efforts to address and further reduce occurrences of these accidents and to generally improve traffic safety. University of California Berkeley is the only grantor of funding specifically directed towards law enforcement DUI Checkpoint operations. The Police Department has received such grants for over ten years from the California Office of Traffic Safety who handed off the administration of this funding to the University of California Berkeley last year. 1 This grant would fund four DUI Checkpoints during the term of October 1, 2013 through September 30, 2014. Financial Impacts & Budget Actions Award of a $45,000 grant from the Office of Traffic Safety in support of reducing occurrences of victims killed and injured in alcohol -involved collisions requires the following FY 2013-14 budget changes: 1. Establish a revenue budget at account number 20306.406854 in the amount of $45,000. 2. Appropriate the following expenditures to reflect receipt of the Sobriety Checkpoint grant: $5,800 expenditure cost at account number 20306.553012 $39,200 personnel cost at account number 20306.511490 89000w.
