Subject: Exposition Light Rail Street Lighting Upgrades — South Side of Colorado
Avenue from 5th Street to 16th Street
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute an agreement with the
Exposition Metro Line Construction Authority in an amount not to exceed
$875,000 (includes a 10% contingency) to perform final engineering services and
construction of street lighting upgrades on the south side of Colorado Avenue
between 5th and 16th Streets.
Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
On September 13, 2011 the City Council authorized the City Manager to negotiate with
the Exposition Metro Line Construction Authority (Authority) and execute the Master
Cooperative Agreement (MCA). The MCA states that the City -owned street lights are to
be relocated and replaced by the Authority. In addition, staff identified additional
necessary street and pedestrian lighting improvements, or betterments as defined in the
MCA. The proposed street lighting upgrades along the corridor would help to improve a
pedestrian and business friendly environment along with the proposed enhanced
pedestrian and street commuter aesthetic and safety initiatives as part of the project.
The proposed street lighting upgrades are recommended for implementation during the
construction of the Exposition Light Rail (EXPO) project to minimize future traffic and
train operational interruptions. In addition, implementation of these betterments would
result in cost savings to the City versus performing the improvements after the EXPO
Project.
Staff recommends an agreement with the Authority to perform final engineering services
and construction of street lighting upgrades on the south side of Colorado Avenue in an
amount not to exceed $875,000.
Background
The EXPO Line will connect Downtown Los Angeles to Downtown Santa Monica.
There are three stations in Santa Monica officially named 26th Street/Bergamot,
Colorado /17th Street /SMC, and Downtown Santa Monica. The Authority is designing
and building the line. Once complete, the EXPO Line will be turned over to the Los
Angeles County Metropolitan Transportation Authority (Metro) for operation. Phase 1 of
the line to Culver City opened in April 2012, just as construction began on Phase 2 to
extend the line to Santa Monica. Phase 2 of the EXPO Line is scheduled to open in
early 2016.
On July 13, 2010, Council adopted a range of betterments to incorporate into the City's
three EXPO Line stations that included separate station platforms for east and west
bound trains at the 26th Street/Bergamot Station and a second entrance at Memorial
Park /17th Street Station.
On May 24, 2011, Council authorized a funding agreement between the City, the
Authority, and Metro to pay for baseline elements of the light rail and stations.
On June 28, 2011, Council approved preliminary engineering services at Colorado /17th
Street/SMC and 26th Street/Bergamot Stations. On September 13 2011, Council
authorized negotiation with the Authority for the betterments at these stations. On
December 13, 2011, Council authorized an agreement with the Authority to perform final
engineering and construction of betterments for the two stations.
On January 24 2012, Council authorized an agreement with the Authority for the
required 3% local match and an agreement for engineering and construction of
betterments at the Downtown Santa Monica Station.
On September 11, 2012 Council authorized an agreement with the Authority for the final
engineering services and construction of the betterments to the City water main on
Colorado Avenue.

On June 25, 2013, Council authorized an agreement with the Authority for Storm Drain
Repairs and Replacement on Colorado Avenue.
Discussion
The Authority and its design - builder, Skanska -Rados Joint Venture (SRJV) have
completed final design on all necessary City -owned utility facilities along Colorado
Avenue. The final street lighting design along Colorado Avenue between 5th and 16th
streets depicts baseline street lighting design consisting of a City standard street light
pole and fixture. The design parameters specify that all poles and associated light
fixture luminaires are to be replaced in kind or relocated. Concrete Marbelite poles with
high - pressure sodium (HPS) luminaires currently exist on Colorado Avenue.
City staff determined it would be beneficial to upgrade the baseline street lighting along
the south side of Colorado Avenue between 5th and 16th Street from concrete Marbelite
poles with HPS luminaires to new aluminum poles with LED luminaires similar to those
installed on 2nd and 4th Street surrounding Santa Monica Place, and those used on the
Transit Mall (Attachment A). In addition, street light poles would be fitted with LED
pedestrian lighting and intermediary LED pedestrian lighting poles would be added
along the corridor between street light pole locations.
It is beneficial to perform the necessary upgrades to the street lighting at this time, as
future construction along Colorado Avenue would have a profound impact on commuter
and pedestrian traffic.
The scope of work for the street lighting upgrades would include completion of final
design documents and construction of improvements.
Upgrades
Staff from Planning and Community Development and Public Works verified strategic
locations for the intermediary pedestrian lighting poles which would maximize their
overall intended use. The upgrade would consist of 27 aluminum street light poles fitted

with pedestrian lighting arms and LED luminaires, versus baseline Marbelite poles
(Attachment B). In addition, 28 intermediary pedestrian light poles and LED luminaires
would be installed between the street light poles (Attachment A).
Negotiations
The Authority obtained preliminary cost proposals from SRJV for the City- requested
betterments. The Authority's initial proposal was $1,020,020 for the final design and
construction. This number includes an Authority fee and construction contingency. City
staff value- engineered the original request and reduced the scope by approximately
14% to $875,000 which includes design and construction costs, EXPO administrative
costs, and contingency. City staff would further evaluate the construction costs upon
completion of final design documents. Any remaining funds in the City controlled design
reserve would be utilized for a construction contingency. Staff would work with the
Authority to reduce costs where possible. Only changes authorized by the Director of
Public Works would be approved for payment to the Authority.
Financial Impacts & Budget Actions
The agreement to be awarded to the Authority is for an amount not to exceed $875,000.
Funds are available in the FY 2013 -14 Capital Improvement Program budget at account
C200224.589116 (Colorado Avenue South Side Pedestrian Lighting — Prop A Rail
Reserve).
