Seabrooks, Chief of Police Subject: Department of Alcoholic Beverage Control Grant Recommended Action Staff recommends that the City Council: 1. Authorize the City Manager to accept a no match grant award in the amount of $40,000 from the Department of Alcoholic Beverage Control in support of addressing alcohol - related problems. 2. Authorize the budget changes outlined in the Financial Impacts and Budget Actions section of this report. Executive Summary In support of the City's efforts in identifying and targeting problematic Alcoholic Beverage Control (ABC) licensed establishments, reducing the availability of alcoholic beverages and the consumption of them by underage persons, chronic inebriants and transients, the Police Department has secured a one year grant in the amount of $40,000 from ABC. These funds, which are only available for overtime operations, would be used for a wide range of strategies, which would include: education within the community and merchants, underage enforcement operations and focusing on problem ABC licensed outlets. Discussion One of the Police Department's priorities is to address quality of life issues which include: the illegal purchasing and distribution of alcoholic beverages by and to minors and the sale of alcohol to chronic inebriants. With 331 ABC active licenses, Santa Monica has one of the highest ratios of alcohol establishments to population in the 1 state. Communities, such as Santa Monica, with a high concentration of alcohol outlets experience a greater number of alcohol - related problems. This grant would allow the Santa Monica Police Department to expand its present efforts in identifying and targeting problematic ABC licensed establishments, reduce the availability of alcoholic beverages to and the consumption of them by underage persons, chronic inebriants, transients and those who furnish alcohol to minors. The grant would fund officer overtime operations during the term of July 1, 2013 through June 30, 2014 and may include: • 2 Minor Decoy Operations 4 "Shoulder Tap" Operations 4 "Trap Door" operations 2 Undercover Operations Financial Impacts & Budget Actions Award of a $40,000 grant from the Department of Alcoholic Beverage Control in support of addressing alcohol - related problems requires the following FY 2013 -14 budget changes: 1.
