Pursuant to Council request, the administration has reviewed possible harbor
area development alternatives which may be consistent with the declared desire
to improve the esthetic, recreational and tourist appeal of the area. The
alternatives considered are:
Exhibit A
Possible rehabilitation -- Newcomb Pier
Possible pier addition with beach parking
Proposed island -- breakwater area
Newcomb Pier -- Exhibit B
The pier was leased by the City for a period of 21 years beginning March 1, 1952,
and terminating February 28, 1973, for an annual rent of $3,000. An option
which may be exercised prior to June 30, 1967, has been obtained from the lessee
to acquire the unexpired term of the subject lease ( approximately six years) for
a purchase price of $125,000. Another option was obtained (with the same
termination date) to acquire by purchase at a price of $375, 000 about 37, 904
square feet of land owned by the lessee at the shore end of the pier. The options
permit the acquisition of the unexpired lease term independently of the land
purchase, but do not permit the land purchase without the purchase of the lease-
hold.
It is possible to redevelop the pier as illustrated in Exhibit B without a prohibitive
expenditure initially. The Director of Public Works cautions, however, that:
"If the Newcomb Pier is to be considered for any long term use,
complete rebuilding of the pier superstructure, together with replace-
ment of deteriorated piling, should be seriously considered. Prior
to a determination of this matter, a much more detailed survey of the
pier would be essential. Based on the same unit costs involved in
the Municipal Pier reconstruction, the following estimated costs are
submitted:
