m-052913CITY OF SANTA MONICA CITY COUNCIL MINUTES May 29, 2013 A special meeting of the Santa Monica City Council was called to order by Mayor Pro Tem O'Day 5:39 p.m., on Tuesday, May 30, 2013, at City Council Chambers, 1685 Main Street. Roll Call: Present: Mayor Pro Tern Terry O'Day Councilmember Gleam Davis Councilmember Robert T. Holbrook (arrived at 5:48 p.m.) Councilmember Kevin McKeown Councilmember Tony Vazquez (arrived at 5:43 p.m.) Councilmember Ted Winterer Absent: Mayor Pam O'Connor Also Present: City Manager Rod Gould City Attorney Marsha Jones Moutrie City Clerk Sarah P. Gorman CONVENE/PLEDGE On order of the Mayor, the City Council convened at 5:40 p.m., with all members present. Councilmember McKeown led the assemblage in the Pledge of Allegiance. STUDY SESSION: Members of the public Denise Barton, William Leahy, Alan Toy, Neal PROPOSED BUDGET Richman, Simone Gordon, Denny Zane and Albin Gielicz spoke regarding various budget issues. 2013 -2015 Biennial Budget Study Session Presentations: Community and Cultural Services Planning and Community Development Police Fire Big Blue Bus Housing & Economic Development Public Works Capital'Improvement- Program On order of the Mayor, the information was received and filed. May 29, 2013 MOTION TO HEAR Motion by Councilmember McKeown, seconded by Councilmember ITEMS PAST 11:00 P.M. Winterer, to hear items past 11:00 p.m. The motion was approved by unanimous vote, with Mayor O'Connor absent. COUNCIL ITEMS: 13 -A: Request of Councilmembers Davis, Winterer and Vazquez that MIDDLE SCHOOL the Council allocate $6000 of discretionary funds to the Santa Monica TRAVEL FUNDS Science Center at John Adams Middle School (a 501(c)3 non - profit) to help defray the costs of sending students to Kizugawa; Japan this summer as part of an ongoing cultural exchange program, was presented. Member of the public Charlene Nakamura spoke in support of this request. Motion by Councilmember Davis, seconded by Councilmember Vazquez, to approve the recommendation action. Motion to amend by Councilmember Vazquez to request funds be used as appropriate for students in need. The motion was accepted as friendly by the maker. The motion was approved by the following vote: AYES: Councilmembers Vazquez, Davis, Holbrook, Winterer, McKeown, Mayor Pro Tern O'Day NOES: None ABSENT: Mayor O'Connor On order of the Mayor, the Council returned to Item 4 -A. Motion by PROPOSED BUDGET Councilmember Winterer, seconded by Councilmember Davis, to direct staff to proceed - with setting the FY 2013 -15 Budget Adoption hearing on June 25, 2013. The motion was approved by a unanimous vote, with Mayor O'Connor absent. LANDMARKS 13 -B: Request of Councilmember Winterer that the Council authorize ORDINANCE staff to return with an emergency ordinance amending SMMC Section 8.08.070(d)) -t© -allow a fourth- extension -of time for building per-mit&for development projects that retain designated City Landmarks, was presented. Member of the public Paula Larmore spoke in support of this request. Motion by Councilmember Winterer, seconded by Councilmember McKeown, to approve the request. The motion was unanimously approved by voice vote, with Mayor O'Connor absent.
