Subject: Bid Award for Purchase of Three CNG Side Loader Refuse Packer Units
Recommended Action
Staff recommends that the City Council award Bid #4056 for the purchase and delivery
of three compressed natural gas (CNG) side loader refuse packer units to Boerner
Truck Center, a California -based company, in the amount of $826,888.
Executive Summary
This purchase would replace three refuse loaders that have reached the end of their
useful life. In March 2013, the City solicited bids for the purchase of three new and
unused CNG side loader refuse packer units. After reviewing the two bids received,
staff recommends Boerner Truck Center as the best bidder for the purchase and
delivery of three CNG side loader refuse packer units in the amount of $826,888.
Discussion
The City replaces vehicles that have reached the end of their useful life through the
vehicle replacement program. The three refuse loaders to be replaced are used by the
City's Resource Recovery and Recycling Division. This purchase is consistent with the
City's Reduced - Emissions Fuels Policy.
Vendor Selection
In March 2013, the City published Notices Inviting Bids to furnish and deliver three new
and unused CNG side loader refuse packer units as required by the Fleet Management
Division in accordance with City specifications. The bid was posted on the City's on -line
bidding site and notices were advertised in the Santa Monica Daily Press in accordance
with City Charter and Municipal Code provisions. Two bids were received and publicly
opened on April 1, 2013 per Attachment A. Bids were evaluated based on price,
quality of material, and compliance with City specifications. Boerner Truck Center was

the lowest bidder of the two bidders that proposed to use Wayne bodies for the units.
The City currently uses Crane Carrier and Wayne equipment for solid waste collection
on a number of vehicles that are perfoming well. While both bidders included an
additional vehicle configuration as part of their bid, Staff has determined that Amrep
side loaders do not meet load (weight) specifications for side loaders. (This is not to be
confused with Amrep front loaders which have been successfully used since 2004 for
solid waste collection).
Continuing to utilize Crane Carrier and Wayne equipment for solid waste side loader
collection has positive implications for vehicle operation, maintenance and part
inventories. Based upon these criteria, Boerner Truck Center is recommended as the
best bidder for the purchase of these vehicles in accordance with City specifications.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Boerner Truck Center is $826,888. Funds
are available in the FY2012 -13 Capital Improvement Program budget in account
C540167.589200.
