Subject: Bid Award for Purchase of Four CNG Front Loader Refuse Packer Units
Recommended Action
Staff recommends that the City Council award Bid #4053 for the purchase and delivery
of four compressed natural gas (CNG) front loader refuse packer units to Boerner Truck
Center, a California -based company, in the amount of $1,119,983.
Executive Summary
This purchase would replace four refuse loaders that have reached the end of their
useful life. In March 2013, the City solicited bids for the purchase of four new and
unused CNG front loader refuse packer units. After reviewing the two bids received,
staff recommends Boerner Truck Center as the best bidder for the purchase and
delivery of four front loader refuse packer units in the amount of $1,119,983.
Discussion
The City replaces vehicles that have reached the end of their useful life through the
vehicle replacement program. The four refuse loaders to be replaced are used by the
City's Resource Recovery and Recycling Division. This purchase is consistent with the
City's Reduced - Emissions Fuels Policy.
Vendor Selection
In March 2013, the City published Notices Inviting Bids to furnish and deliver four new
and unused CNG front loader refuse packer units in accordance with City specifications.
The bid was posted on the City's on -line bidding site and notices were advertised in the
Santa Monica Daily Press in accordance with City Charter and Municipal Code
provisions. Two bids were received and publicly opened on April 1, 2013 per
Attachment A. Bids were evaluated based on price, quality of material, and compliance
with City specifications. Boerner Truck Center was the lowest bidder of the two bidders

that proposed to use Amrep bodies. They also propose to provide Crane Carrier
chassis' for the units. The City currently uses Crane Carrier and Amrep equipment
effectively for solid waste collection on a number of vehicles
Staff has found the Crane Carrier and Amrep equipment used by the City since 2004 to
be reliable, providing consistent operational efficiency. Staff and the vehicle operators
have had a decade of experience operating and maintaining similar equipment.
Purchasing front loaders with a different body, chassis and /or loader would have
implications for training vehicle operators and mechanics and for part inventories.
Based upon these criteria, Boerner Truck Center is recommended as the best bidder for
the purchase of these vehicles in accordance with City specifications.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Boerner Truck Center is $1,119,983.
Funds are available in the FY2012 -13 Capital Improvement Program budget in account
C540167.589200.
