Staff recommends that the City Council: 1) award a purchase order in response to the
Aircraft Rescue & Firefighting Apparatus bid for the purchase and delivery of one Dodge
5500 Class 1 Aircraft Fire Fighting Vehicle to Firetrucks Unlimited, a Nevada -based
company, in an amount not to exceed $96,022 and 2) authorize the transfer of title of
four surplus fire apparatus to Firetrucks Unlimited for trade -in value.
Executive Summary
In April 2013, the City solicited bids for the purchase of one new Dodge 5500 Class 1
Aircraft Fire Fighting Vehicle. Staff recommends Firetrucks Unlimited as the best bidder
for the purchase and delivery of the vehicle in an amount of $87,293. This purchase
would replace the existing reserve aircraft firefighting vehicle that has reached the end
of its useful life.
In addition, it is necessary to transfer the title of four surplus fire apparatus for trade -in
value to Firetrucks Unlimited as part of the purchase package. Firetrucks Unlimited
would receive the vehicles' title of ownership directly from the City of Santa Monica and
incur all liabilities and transportation costs.
Discussion
The City replaces heavy Fire apparatus vehicles that have reached the end of their
useful life through the Fire vehicle replacement program. The aircraft firefighting vehicle
designated for replacement is a 1974 Walter Aircraft Firefighting Vehicle reserve
apparatus used by the City of Santa Monica Fire Department for emergency responses
at the Santa Monica Airport. The front -line primary airport response apparatus is a
2000 Aircraft Firefighting Rescue vehicle; this new vehicle will be a supplemental
apparatus that will have the ability to respond to emergencies on and off airport grounds
and be available as the front -line response apparatus when the primary aircraft
response vehicle is unavailable. The aircraft response vehicles are positioned at
Station 5 located at 2450 Ashland Ave and are equipped with specialized equipment to
be able to respond to emergencies at and around the Santa Monica Airport.
The additional three vehicles are surplus and have exceeded their useful life. In
previous years, these surplus vehicles would have been sent to the auction, however
due to budgetary constraints the Fire Department is maximizing the trade -in value of
these older vehicles to purchase new necessary equipment.
Vendor Selection
On April 15, 2013, the City published Notices Inviting Bids to furnish and deliver one
New Dodge 5500 Class 1 Aircraft Fire Fighting Vehicle according to the detailed
specifications. Additionally, bidders were offered the opportunity to provide a trade -in
value of the four surplus fire apparatus detailed in the request for bid. As part of the
trade -in offer, an apparatus inspection day was setup for April 23, 2013; no interested
bidders attended. In response to one of the bidder's questions, all bidders were notified
on May 1, 2013 that it was not necessary that a bidder purchase any or all of the offered
apparatus, however the bid award would be based on the total package which included
the cost of the new apparatus and trade -in value of offered surplus apparatus. Two bids
and one No Bid response were received. The bids were opened on May 7, 2013 as per
the Section 5.0 Proposal Evaluation Process. Bids were evaluated based on price,
ability to deliver, and compliance with City specifications. Based upon these criteria,
Firetrucks Unlimited is recommended as the best bidder for the purchase of the
specified vehicle in accordance with City specifications. As the best bidder, Firetrucks
Unlimited priced the new vehicle at $184,793 with a trade -in credit value of $97,500,
making the new vehicle cost $87,293. The purchase order includes a 10% contingency
for an amount not to exceed of $96,022. A list of the trade -in vehicles is attached.

Financial Impacts & Budget Actions
The purchase order amount to be awarded to Firetrucks Unlimited is in an amount not
to exceed $96,022. Funds are available in the FY2012 -13 Capital Improvement
Program budget in account C010170.589000.
