Subject: Bid Award for Purchase of Nine Police Motorcycles
Recommended Action
Staff recommends that the City Council award Bid #F4049 for the purchase and delivery
of nine police motorcycles to Hollister Honda, a California -based company, in the
amount of $234,433.
Executive Summary
This purchase would replace nine motorcycles that have reached the end of their useful
life. In January 2013, the City solicited bids for the purchase of nine new and unused
Honda police motorcycles. After reviewing the four bids received, staff recommends
Hollister Honda as the best bidder for the purchase and delivery of nine police
motorcycles in the amount of $234,433.
Discussion
The City replaces vehicles that have reached the end of their useful life through the
vehicle replacement program. The nine motorcycles to be replaced are used by the
Santa Monica Police Department Special Enforcement Division.
Vendor Selection
In January 2013, the City published a Notice Inviting Bids to furnish and deliver nine
new and unused Honda police motorcycles. The bid was posted on the City's on -line
bidding site and notices were advertised in the Santa Monica Daily Press in accordance
with City Charter and Municipal Code provisions. Four bids were received and publicly
opened on February 15, 2013 per Attachment A. The bids were evaluated based on
price, ability to deliver, and quality of product.

Only two of the four companies that competed submitted bid packages referencing a
Honda motorcycle. Of the two companies that submitted bids for the referenced Honda
police motorcycle, Hollister Honda offered the lowest price and the shortest delivery
window and had no bidder's exceptions associated with their bid package. The City
previously purchased two multipurpose utility vehicles (MUVs) from Hollister Honda (for
the Police Department) with positive results. Based upon these criteria, Hollister Honda
is recommended as the best bidder for the purchase of these vehicles in accordance
with City specifications.
Currently, Fleet Management does not service the City's motorcycles. Normal service
and any applicable warranty service for the Honda motorcycles could be provided by
any authorized Honda service center regardless of where the motorcycles are
purchased. The nearest Honda motorcycle service centers are in Marina Del Rey,
Inglewood and Hollywood.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Hollister Honda is for an amount not to
exceed $ 234,433. Funds are available in the FY2012 -13 Capital Improvement Program
budget in account 0540167.589200.
