Establish Preferential Parking Zone NN to include the following 36 blocks: • Lincoln Boulevard, 9th, 10th, 11tH 12tH Euclid, and 14th Streets between Idaho and California Avenues • 15th, 16th, and 17th Streets between Idaho and Washington Avenues • 18th and 19th Streets between Montana and Washington Avenues • Montana and Idaho Avenues between 17th and 20th Streets • Washington Avenue between Lincoln Boulevard and 17th Street a. On Lincoln Boulevard through 14th Street between Idaho and California Avenues, 15th Street between Idaho and Washington Avenues, and Washington Avenue between Lincoln Boulevard and 16th Street the regulations will be: 'Two hour parking 9 a.m. to 6 p.m. daily and no parking 6 p.m. to 2 a.m. daily, except by permit." b. On Montana and Idaho Avenues between 17th and 20th Streets, Washington Avenue between 16th and 17th Streets, 16th and 17th Streets between Idaho and Washington Avenues, and 18th and 19th Streets between Montana and Washington Avenues the regulations will be: 'Two hour parking 9 a.m. to 10 p.m. daily, except by permit." 2. Approve the attached Resolution establishing and clarifying Preferential Parking Regulations. Executive Summary Residents of the 1000 block of 14th Street have submitted a petition for preferential parking regulations. They assert that unregulated non - resident parking is impacting their ability to find parking near their homes. The majority of the streets to the north and south of this neighborhood have preferential parking regulations that further restrict their ability to find parking. Staff recommends approving preferential parking regulations for this block and pre - approving preferential parking regulations for the remaining unregulated blocks in the neighborhood. Proposed regulations are similar to adjacent streets and illustrated in Attachment B. In the area generally bounded by Lincoln Boulevard, Idaho Avenue, 15th Street and California Avenue, the regulations would reflect those existing to the south: "Two hour parking 9 a.m. to 6 p.m. daily and no parking 6 p.m. to 2 a.m. daily, except by permit." In the area generally bounded by 16th Street, Montana Avenue, 20t Street and Washington Avenue, regulations would be similar to the blocks to the south and east: "Two hour parking 9 a.m. to 10 p.m. daily, except by permit." Should Council approve the recommended action, it is estimated that the 1000 block of 14th Street would generate $3,780 annually, which would offset, but not fully recover, the cost to the City of, issuing permits to residents. Additionally, new signage would be required at an estimated cost of $400. Implementation of preferential parking regulations on the remaining blocks would be subject to receipt of a qualifying two - thirds petition from residents of that block. Costs and revenues for implementing each additional block would be similar to the 1000 block of 14th Street. Background Preferential parking is a tool the City uses to manage non - resident parking on residential streets, as authorized by Santa Monica Municipal Code Chapter 3 OS and the California Vehicle Code. Preferential parking regulations manage the use of on- street parking to assist residents in finding parking near their home. Only residents who live on a block with preferential parking restrictions are eligible to purchase a permit. Permits may be used within two block faces of the permit owner's address. Residents may petition to initiate a preferential parking zone at any time. Upon receipt of a petition representing two- thirds of the residential units on a block, a parking occupancy study of the neighborhood is conducted and a community meeting is held. In evaluating the petitions, staff typically evaluates the larger neighborhood, rather than an individual block due to the potential for parking displacement when regulations are established or changed. As a result, staff typically recommends that Council pre - approve preferential parking regulations for a neighborhood to streamline and expedite the process for adjacent blocks should some displacement occur. The Council considers the preferential parking request and Municipal Code requirements to approve the creation of a preferential parking zone. 2 Once Council approves preferential parking regulations, they are implemented on the block or blocks that have submitted qualifying petitions. Preferential parking regulations are not implemented on blocks that have been pre- approved by the Council until the time that the residents of those blocks submit qualifying petitions representing two- thirds of the residential units on the block. Although this has been the City's long- standing practice, the resolutions adopting the preferential parking zones have at times been ambiguous. The language in the attached resolution has been modified slightly from previous preferential parking resolutions to clarify that the pre - approval process as described herein has been and continues to be the process for implementation of preferential parking regulations. Staff is also working on promulgating administrative regulations to clarify the process that staff undertakes to verify a qualifying petition Discussion Over the years, various preferential parking Zones have been established in the Wilmont neighborhood between Montana Avenue and Wilshire Boulevard. These include zones in the western end of Wilmont between Ocean Avenue and Lincoln Boulevard: Zone UU, which was established by Council on June 11, 2002, and Zone ZZ, which was most recently amended by Council on March 8, 2005. Zone G located between Alta and Idaho Avenues between Lincoln Boulevard and 17th Street was established as a result of employee and customer parking generated by the Montana Avenue shopping district and most recently amended on June 9, 2009. Along Wilshire Boulevard are located Zone O between Lincoln Boulevard and Euclid Street which was established on February 25 2003, Zone K between 14th and 19th Streets which was amended on June 23 2009, and Zone TT between 20th and 25th Streets which was amended on January 22, 2013. Zones O, K, and TT were established as a result of parking generated by Wilshire Boulevard businesses. As a result, the blocks in the center of Wilmont are now surrounded by preferential parking regulations on all sides. The neighborhood is primarily composed of multi - family residences. Lincoln Middle School, Saint Monica Catholic Community, and several houses of worship are located within this area. Maps of the area are included as Attachment B. 3 In October 2012, a petition for preferential parking regulations representing 67 percent of the households on the 1000 block of 14th Street between Washington and California Avenues was submitted. As a result of the petition, a parking occupancy study was conducted of the area bounded by Lincoln Boulevard, Idaho Avenue, 17th Street, and California Avenue. The parking occupancy of each block was field checked hourly between 7 a.m. and 9 p.m. on a Friday in January 2013 a Saturday in February 2013. The study indicates high parking occupancies on both weekdays and weekend days. On many blocks in the study area, occupancies of 85 percent and higher were observed throughout the day. The study results are included as Attachment C. Forty -two community members attended a community meeting held February 5, 2013. Those in attendance expressed the need for relief from the difficulty they encounter finding parking on their blocks. Residents state that area employees park on the residential streets, including employees of Wilshire Boulevard shops and restaurants, Santa Monica -UCLA Medical Center, and adjacent medical offices. As a 24 hour facility, Santa Monica -UCLA Medical Center generates parking demand all day. According to the meeting attendees, parking is extremely difficult to find and spaces only begin to open up at 1 a.m. Many indicated that they were concerned that preferential parking creates a "domino effect," moving the problem from block to block. Others complained about neighbors using garages as storage spaces, rather than parking spaces. Full meeting comments are included as Attachment D. Residents of the petitioning block stressed the urgency of the request due to the construction occurring at Lincoln Middle School. As a result of this work, much of the parking on the east side of 14th Street between Washington and California Avenues is unavailable and will remain so for roughly 15 months. Originally, the contractor for the project had intended to utilize all of the on- street parking spaces on the east side of the street adjacent to the school, which represents approximately 21 spaces. After coordination with City staff, the contractor agreed to reduce the number of spaces lost during construction to approximately 14 spaces, preserving the remaining 7 spaces for use by the public. Upon completion of the project, there will be a net increase of on- 0 street parking adjacent to the school as one of the existing driveway aprons is slated to be removed. Staff continues to evaluate alternative measures to improve the parking situation in the vicinity. Staff has approached area businesses to explore the possibility of shared parking arrangements to reduce on- street parking demand. Discussions are ongoing. Additionally, perpendicular parking could be accommodated along one side of 16th Street between Wilshire Boulevard and Washington Avenue due to the width of the street. This would increase the on- street parking supply on each of these two blocks by approximately 30 spaces. Staff could implement this change upon receipt of a petition representing a majority of the households on the block and seek funding for necessary striping and signage changes. Staff recommends approving the blocks in this neighborhood for two sets of regulations, each of which are similar to existing adjacent preferential parking zones. In the area generally bounded by Lincoln Boulevard, Idaho Avenue, 15th Street, and California Avenue, the regulations would be similar to those to the south: "Two hour parking 9 a.m. to 6 p.m. daily and No parking 6 p.m. to 2 a.m. daily, except by permit." The inclusion of overnight restrictions is necessary in this area because it is affected by parking generated by businesses on both Montana Avenue to the north and Wilshire Boulevard to the south. The area generally bounded by 16th Street, Montana Avenue, 20th Street, and Washington Avenue would have regulations similar to the blocks to the east: 'Two hour parking 9 a.m. to 10 p.m. daily, except by permit." Overnight restrictions are not included because this area is not located between two commercial districts. Adjacent blocks are included in the recommendation to expedite the preferential parking implementation process should they submit complete petitions in the future. Please refer to Attachment B for maps of the existing and proposed regulations in the neighborhood. 5 Alternatives The Council could maintain the existing conditions or adopt different hours and types of restrictions than recommended. Environmental Analysis The proposed project has been determined to be categorically exempt from the provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15301 (c) which defines Class 1 exempt projects in the following way: "Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination." This .exemption includes: "Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities." Preferential parking zones involve only the issuance of permits for the use of an existing public street and include negligible or no expansion of this existing use. Next Steps If preferential parking regulations are approved, they will be implemented on the 1000 block of 14th Street within 8 weeks. This allows time for residents to apply for permits; staff to process applications; signs to be ordered, manufactured, and installed; and for a grace period between the installation of signs and the enforcement of preferential parking regulations. Regulations will be implemented on the remaining pre- approved blocks upon receipt of a qualifying two - thirds petition from the residents of that block. Per Council direction, staff will return with a report exploring potential changes that could be made to the preferential parking program pursuant to Land Use and Circulation Element (LUCE) policy T22.2: "Expand management options for residential parking permit districts in order to increase parking availability for residents" (p. 4.0 -71). Financial Impacts & Budget Actions An estimated 252 new permits would be sold in Zone NN on the 1000 block of 14th Street upon Council approval. This would generate $3,780 in revenue at account 01225.400290, which would offset the cost to the City of issuing permits to residents in the zone. Currently, the Preferential Parking program does not reflect full cost recovery. New signage would need to be ordered and installed at an estimated cost of $400. Funds for the purchase and installation of new signage are available in account 01416.544010. ® We want to be able to park on our own block • Remember that the petition was submitted prior to construction ® Situation on the 1000 block of 14th Street is a crisis ® Hospital parking abatement plan is not working and the employees are parking on our streets ® We need regulations around the clock and on weekends ASAP ® Residents have to park far away and may move away ® Sidewalk is unsafe on 10 Street ® People drive down alleys at high speeds • Construction has increased traffic in alley ® Pick up and drop off is occurring adjacent to K -rail ® People who live in their cars are parking in Rite Aid parking lot, this should be used for school, hospital employees and residents o Perpendicular parking is dangerous adjacent to high speed lanes ® People from all businesses all over park on our block, including UCLA hospital • Non - resident parkers sometimes hit other cars • Residents have to park far away and walk in the dark to their homes ® 1000 block of 14th Street wants the same regulations as California and 16th Street by the end of the month ® Zone K staff report mentioned renovation of UCLA hospital ® 900 block of 17th resident- we will be affected by changes on other blocks. We see hospital employees on our blocks now. ® How can we require employers to provide parking for their employees? ® Why can't we have more angled parking in this neighborhood ® 16th Street could accommodate angled parking ® Could Montana accommodate angled parking? 6 Why doesn't the entire neighborhood have consistent regulations? • 19th St between Washington and Idaho resident- domino effect on this block. Pacific Christian HS and Emperor's College students park in this area. • 900 block of 14th St resident: How is the transition for other blocks once regulations are implemented? ® 15th St north of Washington Resident: businesses on Montana cause lots of parking on side streets. It is impossible to find parking from 6pm to lam. ® 900 block of 91h St resident: parking is difficult here too. During the day, students park here. It is inevitable that each block in this area will have preferential parking. • Washington between 11th and 12th resident: church has a big parking lot most of the time. Beach goers park here and bike to the beach. Car lots park their cars here. o The hospital said they would send a letter at the beginning of the year, but it has not gone out. 0 90% of the 1000 block of 14th Street is hospital workers ® Is it possible for permits to be used adjacent to school? ® Are parking requirements changing on Montana Avenue? • Reduced parking requirements could create spill over parking on side streets • 14th St resident: received a ticket for parking on California for 15 minutes ® 1000 block of 12th Street resident: parking is the worst it has been since 1967. Adjacent streets were made into preferential parking causing impacts on this block. Many cars circle looking for parking. Healthy Spot and restaurant employees park here, including late into the night. There is a lot of parking available at 1 am. The City should work to develop parking lots for employees, including behind Blockbuster and Fidelity building. ® It's only a matter of time until this is all preferential parking. ® We want it for entire neighborhood. ® Why didn't preferential parking on the blocks to the south include the 1000 block of 14th Street? ® Do Montana Ave businesses get to weigh in on this? ® Our underlying problem is the business employees parking on our streets ® There isn't enough parking or roadway to accommodate all the proposed development ® 1400 Idaho resident: Reducing parking requirements is the most absurd thing I have ever heard in my entire life. We have to drive places ® With all the commercial on Montana, they are all parking on Idaho and parking is hard to find. Why can't the City build a parking structure on Montana Avenue? ® We should tax businesses for the creation of a parking structure. • The businesses are putting pressure on the City. The construction guys appear to be doing a very good job. ® Could the City reduce the parking ticket fine for residents if they are parked within 2 blocks of their home?
