Subject: Agreement Modification for Technical Oversight and Support Services for
Charnock Well Field Restoration Project
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a third modification to
Professional Services Agreement #8929 (CCS) in the amount of $369,336 with
WorleyParsons, a California based company, to provide technical oversight and
support services for continued groundwater monitoring of the Charnock Well
Field Restoration Project; perform an evaluation to optimize the Charnock
granular activated carbon (GAC) Treatment System; and perform a siting study
to evaluate potential sites for an Olympic basin treatment facility. This will result
in a 5 -year amended agreement with a new total amount not to exceed
$1,269,336.
2. Appropriate the budget increases as outlined in the Financial Impacts and
Budget Actions section of this report.
Executive Summary
The City has used the services of WorleyParsons, formerly known as WorleyParsons
Komex, for the past four years to provide technical oversight and support services
during the redesign phase of the City's Arcadia Water Treatment Plant. All
improvements and construction - related activities have been completed; the treatment
plant began operation in December 2010.
A first amendment to the agreement in April 2011 added laboratory analytical services
to the original contract, and a second amendment extended the term of the agreement.
A third amendment is proposed to the existing WorleyParsons professional services
agreement for continued monitoring in the Charnock basin, an evaluation to optimize
the performance of the GAC treatment system, and an additional task to evaluate
potential sites for an Olympic basin treatment facility pursuant to recently completed
settlement agreements. A third modification to this agreement in the amount of
$369,336 would extend the term by one year and increase the total contract cost from
$900,000 to $1,269,336.

Background
On May 27, 2008 Council approved the selection of WorleyParsons (formerly
WorleyParsons Komex) to provide technical oversight services during the design -build
phase of the treatment facilities. The tasks included technical support and process
evaluation; technical liaison between with the City and the design -build contractor;
assistance in the permitting process; and preparation of technical memoranda for the
groundwater flow, groundwater transport models and model simulations and
development of the regional groundwater monitoring program. All tasks have been
completed with the completion and start -up of the treatment facilities in 2010; only the
regional groundwater monitoring tasks continue.
On April 11, 2011, a first modification was executed to include an allowance for third -
party laboratory analytical costs. The contingency approved by Council in 2008 was
used to fund this first modification.
On September 27, 2011, a second modification was executed to extend the term of the
contract as well as broaden the scope of work to include technical support in assisting
the City with obtaining a drinking water permit amendment for Charnock and Arcadia
with the Department of Public Health (DPH). The remaining contingency approved by
Council in 2008 was used to fund this second modification.
Discussion
The Charnock Well Field Restoration Project employs several technically complex water
treatment processes to restore the City's groundwater supply. The treatment system at
Charnock consists of filtration with granular activated carbon (GAC) to remove Methyl
tert -Butyl Ether (MTBE) and tert -Butyl Alcohol (TBA) from three contaminated wells.
The treated groundwater is blended with water pumped from two clean wells, and the
total flow is pumped to the Arcadia Water Treatment Plant for final treatment and
distribution. A key element of the treatment process is the ongoing monitoring of the
contaminated groundwater plume in the Charnock basin.

In continuation of the support services provided to date, tasks to be performed by
WorleyParsons under this amendment include:
• Groundwater monitoring — review, prepare, and submit groundwater monitoring
reports for the basin as required by current permit conditions.
• PRP site data review /reporting — review and prepare quarterly summary of
reports prepared by each of the Potentially Responsible Parties (PRPs) within
the area surrounding the Charnock well field. This information is utilized by City
staff to determine if an action by a PRP will be supported or opposed before the
Los Angeles Regional Water Quality Control Board.
• DPH Permitting and Technical Support — provide technical assistance and
support to ensure compliance with all requirements in the water system operating
permit issued by the DPH.
• Charnock /Arcadia Operations and Maintenance Support — assist in the
development of standard operating procedures, and update operations,
maintenance, and monitoring manuals.
• GAC Treatment System Optimization — assist the City in examining how the
system may be improved to reduce the frequency of carbon changeouts and
reduce cost.
• Olympic Basin Treatment System Siting Analysis — prepare an evaluation and
summary of potential locations for construction of a new Olympic Sub -Basin
treatment plant. This task will be funded with proceeds of recent settlements with
responsible parties in the Olympic Basin.
Given the project- specific knowledge and experience obtained by WorleyParsons during
the previous four years, staff recommends a third modification to the agreement with
WorleyParsons for continued monitoring and support services.

Financial Impacts & Budget Actions
The third agreement modification to be awarded to WorleyParsons is $369,336, for an
amended agreement total not to exceed $1,269,336. Funds in the amount of $279,703
are available in the FY 2012 -13 Capital Improvement Program budget in accounts
C050878.589500 ($38,129) and C250878.589600 ($241,574). Award of the agreement
modification requires the following budget actions:
1. Transfer of $38,129 from 0050878.589500 to 0250878.589000.
2. Transfer of $241,574 from 0050878.589600 to 0250878.589000.
3. Release of $89,633 from Gillette settlement funds for the Olympic Basin
Remediation at 1.380237.
4. Appropriation of $89,633 to account 0250878.589250.
5. Appropriation of budgets for transfers from the General Fund (01695.570080) to
the Water Fund (25695.570080.
