SR-02-26-2013-3GYof City Council Report Santa Monica` City Council Meeting: February 26, 2013 Agenda Item: 3G To: Mayor and City Council From: Scott Ferguson, Fire Chief Subject: Donation of used fire support vehicles to the Terry Farrell Firefighter Fund Recommended Action Staff recommends that the City Council, by transfer of title, authorize the City Manager to donate five used Fire Department support vehicles and authorize the City Manager to negotiate and execute an agreement with the Terry Farrell Firefighters Fund for Fire Departments severely affected by Hurricane Sandy. Executive Summary The Fire Department has five used fire support vehicles that have been replaced with new support vehicles. The Terry Farrell Firefighters Fund would use these vehicles to assist fire departments in New Jersey that have been affected by Hurricane Sandy which occurred in October 2012. The vehicles include a 1995 Ford F -350 truck, a 1998 Ford Crown Victoria sedan, a 2000 Ford Crown Victoria sedan, a 1999 Chevrolet Astro Van and a 2001 Ford Explorer. The Terry Farrell Firefighters Fund would transfer the vehicle titles of ownership directly from Santa Monica Fire Department to the department in need and incur all liabilities and transportation costs. Discussion The Fire Department has replaced the five fire support vehicles, a 1995 Ford F -350 truck, a 1998 Ford Crown Victoria sedan, a 2000 Ford Crown Victoria sedan, a 1999 Chevrolet, Astro Van and a 2001 Ford Explorer, which are each over eleven years old and are awaiting auction. The vehicles have exceeded their useful lifespan and are of no operational value to the Santa Monica Fire Department. All functioning after - market equipment of value has been removed and salvaged from the vehicles. The list of vehicles is attached. 1 The Terry Farrell Firefighters Fund is a non - profit organization that specifically supports emergency organizations in need. The organization would operate as a middleman, passing the donated vehicles directly to the fire departments in need. Fire departments affected by Hurricane Sandy are in an immediate need for any equipment or vehicles available, as their resources have been severely affected. The Terry Farrell Fund will submit a complete "Hold Harmless' agreement to the City of Santa Monica Fire Department and will assume all responsibility and liability for the vehicles donated. Financial Impacts & Budget Actions The total Kelley Blue Book value of the five vehicles is less than $12,000. The Terry Farrell Fund would assume all responsibility and payment for the transportation expenses related to the shipment and processing of the vehicles.
