Subject: Bid Award for Purchase of One Stakebed Truck
Recommended Action
Staff recommends that the City Council award Bid #F4042 for the purchase and delivery
of one stakebed truck to ZeroTruck, a California -based company, in the amount of
$63,911.
Executive Summary
This electric vehicle stakebed truck would replace one vehicle that has reached the end
of its useful life. In October 2012, the City solicited bids for the purchase of a stakebed
truck. After reviewing the four bids received, staff recommends ZeroTruck as the best
bidder for the purchase and delivery of one stakebed truck in the amount of $63,911.
Discussion
The City replaces vehicles that have reached the end of their useful life through the
vehicle replacement program. This stakebed truck is used in conjunction with cart
service available for refuse collection to single family homes and multi - family
residences.
Vendor Selection
In October 2012, the City published a Notice Inviting Bids to furnish and deliver one new
and unused stakebed truck. The bid was posted on the City's on -line bidding website
and notices were advertised in the Santa Monica Daily Press in accordance with City
Charter and Municipal Code provisions. Four bids were received and publicly opened
on November 20, 2012 per Attachment A. The bids were evaluated based on price,
ability to deliver, and quality of product. Based upon these criteria, ZeroTruck is
recommended as the best bidder for the purchase of this electric vehicle in accordance

with City specifications. The City previously purchased an electric vehicle from
ZeroTruck with positive results. All four bids included alternative fuel powerplants in
support of current City policy with three bids powered by Compressed Natural Gas
(CNG). ZeroTruck's bid was the only bid associated with an electric powerplant. The
ZeroTruck vehicle's unit price is significantly higher than the competing bids, due solely
to the cost of the electric infrastructure. However, ZeroTruck's bid includes significant
grant funding for electric platforms that substantially lowers the cost of this vehicle
purchase. The bid price of the vehicle includes a California Energy Commission (CEC)
grant of $136,500, reducing the total unit price of the vehicle from $195,000 to the after
tax total of $63,911. The final price is significantly lower than the competing bids as
well. The unit prices of the competing bids, as shown in the attachment, are
significantly lower, at first glance, with the next highest bid being $111,163.20.
However, after the application of the CEC grant, the ZeroTruck bid is substantially lower
than the next highest bid of $80,482.25.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to ZeroTruck is $63,911. Funds are
available in the FY2012 -13 Capital Improvement Program budget in account
C540167.589200. The purchase order will be charged to this same account.
