Change the master plan to provide that the lot area sizes within neighborhoods be homogenous. 2. Impose a time limit on the commencement of a project for which a variance or "use" permit is approved. 3. Permit persons other than the developer to have the right of appeal before the Council. 4. That the Planning Commission have forty -five days to study various items, subject to the City Attorney's approval of the legality; also that the Council have possibly thirty days in which to review or decide on matters referred to it by the Planning Commission. 5.
