The City Council of the City of Santa Monica met in adjourned
regular session at the above named time and place which meeting was
adjourned from the regularly scheduled meeting in the Council Chamber,
City Hall, Santa Monica, at 7:30 o'clock P.M. on October 23, 1973. The
pledge of allegiance was given, after which Reverend Richard Baglein, St.
Paul's Lutheran Church, gave the invocation.

The minutes of the meetings held October 9 and 23, 1973 were
approved as mailed.
Councilman van den Steenhoven introduced members of Girl Scout Girl Scout Troop 149
Troop #49 who were in attendance in preparation of their government merit introduced
badge.
Mayor Hoover introduced Mr. James D. Williams, newly- appointed James D. Williams
City Manager, and presented him with a pair of cuff links as a memento of introduced as newly-

Patricia Terrell Brownell, a twenty -year service pin to William S. Montalto Manager
and complimented them for their faithfulness to the City.

A letter, dated October 16, 1973, from the Santa Monica Airport
Association requesting that it be permitted to hold a celebration to
commemorate the 50th anniversary of the Airport as well as a letter from
the Santa Monica Airport Commission recommending that the request be
granted, were presented.
Several persons spoke, after which Mr. van den Steenhoven moved
that the request be granted provided a rental fee of $125.00 be paid for
the hangar proposed to be used for a portion of the activities, that a
policy of insurance satisfactory to the City Attorney be obtained and that
the Association agree to clean up the hangar after its use. The motion
was seconded by Mrs. Swink and carried by the following vote:

Mr. Trives moved to accept the recommendation of the Airport Civil Air Patrol
Commission and grant the request of the Civil Air Patrol for free parking to get free parking
for its command /facilities trailer at the Airport, provided insurance for its command/
satisfactory to the City Attorney is obtained and further that the permit facilities trailer
be cancelable at any time. The motion was seconded by Mrs. Swink and at the Airport
carried unanimously.
Reverend Judson moved to accept the recommendation of the
Personnel Board and approve the classification specifications of License
Inspector Trainee, Parking Structure Watchman and Supervising Building
Inspector. The motion was seconded by Mr. Trives and carried unanimously.
Dr. Archie M. Morrison, Chairman, Beach Area Study Committee,
submitted the Committee's final report and recommendations (36 pages),
after which Mr. Trives moved to refer it to the City Manager for study,
analysis, establishing priorities, and report within forty -five days.

The Director of Public Works stated that the Municipal Code
sections pertaining to and operation of the service were being studied
and that a report would be forthcoming.
Mr. Clunes also stated that he had an affidavit to the effect
that City forces had picked up illegally twenty tons of refuse from one
of the top administrators in the City but that he was not at liberty to
publicly disclose the person's name.
The members of the Council recessed to an executive session,
with Mr. Clunes in attendance, to determine what, if any, legal action
should be taken.
The Council meeting was reconvened.
Mrs. Frances Daly reviewed an offer, dated October 30, 1973, on
behalf of DCB Associates (1323 - 12th Street, Santa Monica) to manage the
Newcomb and Municipal Piers.
Mr. Trives moved that the offer be accepted for file along with
the others that are on file. The motion was seconded by Mrs. Swink and
carried unanimously.
In answer to a query from J. Ray Gallagher, the City Attorney
and Fire Chief commented on the investigation, etc. of sections of the
Fire Code.
The Administration was requested to investigate and make recom-
mendations regarding the installation of as well as the removal of meters,
also the enforcement of the "No Parking" along various streets in the
City as pointed out by Ulysses Gibson.

September 25, 1973, when the matter had been put on the agenda but the
person requesting same was not in attendance at that Council meeting.

Garth Sheriff, on behalf of The Santa Monica Centennial Landmark
Protectors, reviewed an ordinance being considered by the Planning
Commission proposing the creation of an architectural review board and
urged the Council to consider it along with some suggested changes.
Mr. Trives moved to refer the ordinance with the suggested
changes to the City Manager for review and comment. The motion was
seconded by Mr. Lawson and carried with Councilman McCloskey voting "NO ".
