The City Council of the City of Santa Monica met in regular
(session at the above named time and place. The pledge of allegiance was
given, after which Reverend William Williams, St. Clement's Catholic
'Church, gave the invocation.

The minutes of the meetings held August 28 and 29, 1973 were
approved as mailed. The minutes of the meeting held August 31, 1973 were
iapproved with the following sentence added to the ordinance (Item 5 -N) for
�ifirst reading which establishes a tax on the construction of single family
residences: "This tax shall not be applicable to any person constructing
no more than one single family residential structure during any one year
'.period for his own personal residence ".

Mr. McCloskey moved to explain the intent of the City Council
that any project which had an effective building permit as of August 31,
1973 or had filed an acceptable plan for a building permit by August 31,
1973 or had an approved tentative tract map by August 31, 1973 would be
exempt from the requirements regarding the three -foot height limit for
subterranean garages. The motion was seconded by Mrs. Swink and carried
unanimously.

Catalogue surplus Mr. McCloskey moved to instruct the City Manager to catalogue all
City property. surplus City property so that the Council might take action in the near

J. Ray Gallagher spoke and opposed the Administration's recom-
mendation not to restrict parking on certain blocks on Pier Avenue and
Marine Street.
Oar House noise ! Mr. van den Steenhoven moved to instruct the Administration to '..
;write a letter to the owners of The Oar House requesting their cooperation's
!in curbing the noise at their place of business. The motion was seconded
by Reverend Judson and carried unanimously.
Reverend Judson moved to ratify the position of the Director of
!Recreation and Parks on the 1974 State Recreation and Parks Bond Issue by
allocating the money on a per capita basis. The motion was seconded by
Mr. van den Steenhoven and carried unanimously.
Reverend Judson moved to make awards . to the lowest best bidders
as follows:
