The adjourned regular meeting of the City Council of the City of Santa Monica scheduled for the above named time and place convened at 7:45 o'clock P.M., which meeting was adjourned from the regular meeting held in the Council Chamber, City Hall, Santa Monica, at 7:30 o'clock P.M. on August 14, 1973. The pledge of allegiance was given. PRESENT: Councilmen: Clo Hoover, Anthony L. Dituri, Fred M. Judson, John W. McCloskey, Donna 0. Swink, Nathaniel Trives, Pieter van den Steenhoven ABSENT: Councilmen: None ALSO PRESENT: K. 0. Grubb,.Interim City Manager Richard L. Knickerbocker, City Attorney E. Douglas McAteer, City Engineer J. L. Wilbur, Acting City Clerk The Clerk reported that the order of adjournment adopted at the ,meeting held August 14, 1973 was posted on the Council Chamber door on !August 15, 1973 and that the affidavit of posting was on file in the City ',Clerk's office. Mr. Trives moved to hold over until the next meeting Item 5-C !(Ordinance - Establish definitions and standards for Condominiums) and ('Item 6 -E (Airport Commission - J. L. Barker to sublease space to Abisco ,Products, Inc.) and add Item 9 -I (Citizens Initiative to Preserve the ''Piers), Item 9 -1 (W. J. Raebe - Environmental results of P.O.P. Pier demolition) and Item 10 -G (Mayor Hoover - Appointments to Commission on '.Older Americans). The motion was seconded by Mr, van den Steenhoven and 'carried unanimously. The Clerk read the title to an ordinance entitled: "AN ORDINANCE Ordinance 924 Y COUNCIL OF THE CITY OF SANTA MONICA FIXING THE RATE OF TAXES 1 Rate of taxes Mr. McCloskey moved to waive further reading, introduce and adopt the ordinance. The motion was seconded by Reverend Judson and carried by the following vote: AYES: Councilmen: Judson, McCloskey, Swink, Trives, van den Steenhoven, Hoover NOES: Councilmen: Dituri ABSENT: Councilmen: None (Tax Rate - $1.19) Ordinance No. 924 (CCS) The Clerk read the title to an ordinance entitled: "AN ORD OF THE CITY COUNCIL OF THE CTTV OF SANTA MONTCA Ann TVn CAAPTRR In Tn Mr. Dituri moved to waive further reading and introduce the ordinance. The motion was seconded by Mr. Trives and carried by the following vote: AYES: Councilmen: Dituri, Judson, Swink, Trives, van den Steenhoven, Hoover NOES: Councilmen: McCloskey ABSENT: Councilmen: None Mr. Trives moved to authorize the Beach Area Study Committee to ;mail out an opinion survey to ten percent of the registered voters on a ,random basis. The motion was seconded by Mr. van den Steenhoven and lost with Councilmen Trives and van den Steenhoven voting "AYE ". Mr. Dituri moved to extend to October 16, 1973 the Beach Area ',Study Committee. The motion was seconded by Reverend Judson and carried ,unanimously. - Mr. Dituri moved to file a recommendation from.the Recreation and Parks Commission regarding Beach Parking lot fees. The motion was seconded by Mr. McCloskey. Mr. Trives moved to refer to the City Attorney's office the 'preparation of an amendment to the City parking resolution to allow for !exceptions of certain non - profit groups. The motion was seconded by Reverend Judson. Mr. McCloskey moved to table the motion. The motion was seconded by Mr. Dituri and lost with Councilmen Judson, Swink, Trives and van den Steenhoven voting "NO ". The motion to amend the City parking resolution was carried by the following vote: AYES: Councilmen: Judson, Swink, Trives, van den Steenhoven NOES: Councilmen: Dituri, McCloskey, Hoover ABSENT: Councilmen: None ZN 12 Mr. Trives moved to refer to the City Attorney's office the preparation of an ordinance changing Section 3350 of the Municipal Code to extend the hours for bicycle riding on The Promenade. The motion was seconded by Mr. van den Steenhoven and lost by the following vote: AYES: Councilmen: Swink, Trives, van den Steenhoven NOES: Councilmen: Dituri, Judson, McCloskey, Hoover ABSENT: Councilmen: None Airport Parcel 20A Reverend Judson moved to accept the recommendation of the Airport Lease Commission and approve the assignment of the C. Jon Handy lease (Parcel 20A) to Dr. J. Silverton. The motion was seconded by Mr. van den Steenhoven and carried by the following vote: AYES: Councilmen: Dituri, Judson, McCloskey, Swink, Trives, van den Steenhoven, Hoover NOES: Councilmen: None ABSENT: Councilmen: None Install lights in Reverend Judson moved to accept the recommendation of the Civic Center Pkg. Administration and appropriate $7,500.00 from Capital Improvement Unappro- lot. priated Surplus to Account 8243 -920 to install lights on the Civic Center parking lot. The motion was seconded by Mr. McCloskey and carried by the following vote: AYES: Councilmen: Dituri, Judson, McCloskey, Swink, Trives, van den Steenhoven, Hoover NOES: Councilmen: None ABSENT: Councilmen: None Resolution 4407 Contract 839 -I Amendment to cont- ract retirement system & City. The Clerk read the title to a resolution entitled: Mr. Dituri moved to waive further reading, adopt the resolution ind accept the ten -year plan. (Appropriate $69 000.00 from the Retirement ?und Unappropriated Surplus to Account 2873 -7113. The motion was seconded Dy Mr. Trives and carried by the following vote: AYES: Councilmen: Dituri, Judson, McCloskey, Swink, Trives, Hoover NOES: Councilmen: van den Steenhoven ABSENT: Councilmen: None (Five percent increase to City employees Resolution No. 4407 (CCS) who retired prior to January 1, 1971) Contract No. 839 -I -CS Security patrol Mr. Dituri moved to appropriate $10,000.00 from General Fund for parking struct- Unappropriated Surplus to Account 8412 -600 (Parking Structures Crime ures. ''Deterrent) and approve Plan No. 8 and adjust the plan at the discretion of the Administration regarding security patrol for the Parking Structures. The motion was seconded by Mrs. Swink and carried by the following vote: AYES: Councilmen: Dituri, Judson, McCloskey, Swink, Trives, van den Steenhoven, Hoover NOES: Councilmen: None ABSENT: Councilmen: None Mr. Dituri moved to refer the consideration of bonus pay for ;Lifeguards during the Pier engineering study to the Director of Recreation and Parks. The motion was seconded by Reverend Judson and carried unanimously. At 10:10 o'clock P.M., a recess was taken, after which the meeting reconvened with all members of the Council present. Robert E. Jacobson requested the Council to look into various items in the Theta Cable contract, Reverend Judson moved to instruct the City Manager to set up some type of seminar regarding the cable television and community franchise with the Rand Corp., Communications Law Staff at UCLA and Theta Cable. The motion was seconded by Mr. van den Steenhoven and carried unanimously.',. Patrick D. Mullin and Jeffrey Solomon spoke regarding the salary', '..paid the seasonal Beach Lifeguards. Mr. Dituri moved to refer this matter back to the Personnel '.Board for consideration at its meeting in September. The motion was 'seconded by Mr. van den Steenhoven and carried with Mrs. Swink voting "NO "i J. Ray Gallagher requested the Council to initiate two Charter I changes (Elect the City Attorney and Fair Employment Practice regarding sex). Mr. McCloskey moved to file the request. The motion was seconded by Reverend Judson and carried with Councilmen Trives and van den Steenhoven voting "NO ". Mrs. Seymour Cohen requested that the Council waive the $1.00 parking fee at the Civic Auditorium for the California Congress of Parent - ',Teacher Associations meeting to be held April 18, 1974. Mr. van den Steenhoven moved to waive further reading and adopt II the resolutions.
