Invitation extended Sylvester Navarette and Luther Hinds, members of the Sister City for everyone to attend Committee, invited the City Council members and anyone else to attend the fiesta at the fiesta at Saint Saint Anne's Social Center on May 19, 1973, the proceeds to go to sending Santa Monica Arme's Social Center ,High School Band members to Mazatlan, Mexico. on May 19, 1973 A petition with thirty -eight signatories was read urging that the "No Parking" signs be removed between Delaware Avenue and the Freeway on 20th and 21st Streets due to the limited parking in the area. Retell Babino, 1805 - 20th Street, urged that the "No Parking" signs in 20th Court between Delaware Avenue and the Santa Monica Freeway be removed. Leroy Jamison requested that the "No Parking" signs in the deadend alley adjoining his property at U17 Michigan Avenue be removed. Ulysses Gibson, Mrs. Erma Chandler and Abel Diaz reiterated the request submitted by the petition. Mr. Trives moved to defer further action on the request until additional study has been undertaken for the purpose of relieving the "on- street" parking problem inasmuch as it was indicated the "No Parking" signs in the two alleys discussed would be removed temporarily. The motion was seconded by Reverend Judson and carried unanimously. A letter, dated May 1, 1973, from Grodins of California was presented requesting that Section 6238C (1) of the Municipal Code (limiting the number of closing out sales to one in a two -year period) be waived. Joel Loren (Southern Supervisor for the Grodin chain of stores) in- dicated that they were leaving Santa Monica and several other Southern California cities in view of the losses incurred and although they had a going out of business sale in February 1972 was hopeful that the Council would grant the request. After the City Attorney advised the Council that there were no pro- visions in the Municipal Code whereby the request could be granted, Mr. Trives moved that the City Attorney study the code section to determine if some provision might be made, so in the future a request of a similar nature might be granted. "that the Administration serve notice on the Bay Amusement Corporation to begin Newcomb Pier - demolition of the Newcomb Pier on or before November 1, 1973" on the condition that the amendment to Lease No. 514 (CCS) (:Newcomb Pier -Bay Amusement Corp. and the City) be executed on behalf of the Bay Amusement Corp. as well as the City. Upon a query by Councilman van den Steenhoven, the Traffic 'Construction of fence !Engineer reported that the construction of the fence in the center of Pico !center of Pico 'Boulevard from 4th Street to Lincoln Boulevard had been approved by the ',City Council in 1971, the construction of which has just gotten underway.
