Recommended Action
Staff recommends that the City Council:
1. Amend Preferential Parking Zone DD to include 25th and 26th Streets between Pearl
Street and Ocean Park Boulevard with the following regulations: "Two hour parking 8
a.m. to 6 p.m. Monday through Friday, except by permit."
2. Approve the attached Resolution amending Preferential Parking Zone DD and
amending Resolution 9344 CGS (Resolution of the City Council of the City of Santa
Monica Re- Establishing Various Preferential Parking Zones) by replacing Exhibit A.
Executive Summary
The 2400 -2600 blocks of 25th and 26th Streets have unusual parking regulations that
prohibit parking between 10 a.m. and 2 p.m. Monday through Friday. The regulations
apply to all vehicles, including those of residents and their guests. The residents of this
block of 25th Street have submitted a qualifying petition requesting preferential parking
regulations instead of the current regulations. They assert that non - resident parking is
impacting their ability to find parking near their homes and that the existing regulations
are burdensome. The majority of the streets surrounding 25th and 26th Streets have
preferential parking regulations that further restrict their ability to find parking.
Staff recommends approving both blocks for preferential parking regulations that are
consistent with adjacent streets: 'Two hour parking 8 a.m. to 6 p.m. Monday through
Friday, except by permit." Should Council approve the recommended action, it is
estimated that the sale of preferential parking permits to residents of 25th Street would
generate $3,300 annually, which would offset, but not fully recover, the cost to the City
of issuing permits to residents. Additionally, new signage would be ordered at an
estimated cost of $360.
Background
Preferential parking is a tool the City uses to manage non - resident parking on
residential streets, as authorized by Santa Monica Municipal Code Chapter 3.08 and the

California Vehicle Code. Preferential parking regulations manage the use of on- street
parking to assist residents in finding parking near their home. Only residents who live on
a block with preferential parking restrictions are eligible to purchase a permit. Permits
may be used within two blocks of the address of the permit owner.
Residents may petition to initiate a preferential parking zone at any time. Upon receipt
of a petition representing two - thirds of the residential units on a block, a parking
occupancy study of the neighborhood is conducted and a community meeting is held. In
evaluating the petitions, staff typically evaluates the larger neighborhood, rather than an
individual block due to the potential for parking displacement when regulations are
established or changed. As a result, staff typically recommends pre- approving
regulations for a neighborhood to streamline and expedite the process for adjacent
blocks should some displacement occur. Ultimately, the Council considers the request
and Municipal Code requirements to approve any creation or modification to a
preferential parking zone. Changes to established regulations are achieved by the same
process.
Zone DD was established by Council on April 25, 1995. It is comprised of 20 25tH and
26th Streets between Pico Boulevard and Pearl Street, 24th Street between Ocean Park
Boulevard and Grant Elementary School, and Pearl Street between Cloverfield
Boulevard and 26th Street. The neighborhood is primarily single family homes, with
commercial and multifamily uses along Pico and Ocean Park Boulevards. Grant
Elementary School is located within the Zone. Refer to Attachment B for a map of the
area parking regulations.
Discussion
The current regulations on 25th and 26th Streets between Pearl Street and Ocean Park
Boulevard are unusual: "No parking 10 a.m. to 2 p.m. Monday through Friday." The
regulations apply to all vehicles, including those of residents and their guests. As this is
not a preferential parking zone, and is not signed as such, preferential parking permits
do not exempt vehicles from these regulations nor are residents eligible to purchase

permits. The southernmost 150 feet of 25th Street and 100 feet of 26th Street are
unregulated save for street sweeping regulations which prohibit parking for one 2 hour
window per week. Records and residents indicate that the regulations have been in
place for at least three decades; the regulations pre -date the establishment of the City's
preferential parking program.
In March 2012, a petition for preferential parking regulations representing 70 percent of
the households on 25th Street between Pearl Street and Ocean Park Boulevard was
submitted. As a result of the petition, a parking occupancy study was conducted. The
parking occupancy of each block was field checked on Saturday, June 9, 2012 and
Monday, June 11, 2012. The study indicates that weekday parking occupancies spike in
the 2 p.m. hour when the parking restriction ends. On 25th Street between Pearl Street
and Ocean Park Boulevard, the parking occupancy increased from 28 percent at noon
to 64 percent at 2 p.m. Similarly, on 26th Street between Pearl Street and Ocean Park
Boulevard, the parking occupancy increased from 14 percent at noon to 54 percent at 2
p.m. Full study results are included as Attachment C.
Twenty -one community members attended a community meeting held September 24,
2012. Those in attendance expressed that the current regulations are problematic as
they make it difficult for guests and workers to come to their homes on weekdays. The
majority of those in attendance were in favor of implementing preferential parking
regulations. When asked about preferential parking options, the group was unanimous
that weekend regulations were unnecessary. The group identified actors heading to one
of the two casting agencies on Ocean Park Boulevard east of 25th Street as a major
source of the parking problem. Staff has been unsuccessful at engaging either agency
to discuss the parking situation. There are no codes to compel the casting agencies to
provide free parking for clients. Presently, any vehicle can park on these blocks for up to
twenty consecutive hours during the week (from 2 p.m. overnight until 10 a.m. the next
morning). With preferential parking, non - resident vehicles will have to move after two
hours.

Staff recommends approving both blocks of 25th and 26th Streets for preferential parking
regulations that match the adjacent streets in Zone DD: "Two hour parking 8 a.m. to 6
p.m. Monday through Friday, except by permit." 26th Street is included in the
recommendation to expedite the preferential parking implementation process should
they submit a complete petition in the future.
Alternatives
The Council could maintain the existing conditions or adopt different hours and types of
restrictions than recommended. Additionally, Council could direct staff to further explore
citywide implementation of Land Use and Circulation Element (LUCE) policy T22.2:
"Expand management options for residential parking permit districts in order to increase
parking availability for residents" (p. 4.0 -71). Options include:
• Limiting the number of residential permits issued, so that permits are "more than
just a `hunting license "' (p. 4.0 -68). Currently, residents are issued one permit for
every vehicle they own and up to two visitor permits per household. In many
neighborhoods, this results in a stark imbalance between the number of permits
issued and the amount of on- street parking spaces. One way to achieve this
would be to have an escalating fee schedule, where second or third permits cost
more than the first permit.
• Excluding new residential projects from participation in preferential parking to
various degrees (p. 4.0 -69).
• Incentivizing residents to use garages for parking rather than storage (p. 4.0 -69)
or preventing residents with available off - street parking from purchasing permits.
Environmental Analysis
The proposed project has been determined to be categorically exempt from the
provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19,
Section 15301 (c) which defines Class 1 exempt projects in the following way: "Class 1
consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor
alteration of existing public or private structures, facilities, mechanical equipment, or
topographical features, involving negligible or no expansion of use beyond that existing
at the time of the lead agency's determination." This exemption includes: "Existing
highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar
facilities." Preferential parking zones involve only the issuance of permits for the use of
an existing public street and include negligible or no expansion of this existing use.

Next Steps
If preferential parking regulations are approved, they will be implemented on 25th Street
between Pearl Street and Ocean Park Boulevard within 8 weeks. Regulations will be
implemented on 26th Street between Pearl Street and Ocean Park Boulevard upon
receipt of a qualifying two - thirds petition from the residents of that block. Residents on
26th Street are currently circulating a petition.
Financial Impacts & Budget Actions
An estimated 220 new permits would be sold in Zone DD upon Council approval. This
will generate $3,300 in revenue at account 01225.400290, which would offset the cost
to the City of issuing permits to residents in the zone. Currently, the Preferential Parking
program does not reflect the full cost recovery; each $15 permit costs the City $18.77 to
issue. New signage will need to be ordered and installed at an estimated cost of $360.
