SR-01-22-2013-3BCity Council Meeting: January 22, 2013 Agenda Item:. 13 To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Professional Services Agreement Modification for Acoustical /Noise Management Consulting Services for the Santa Monica Airport Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a third modification to Professional Services Agreement No. 1494 in the amount of $60,000 with Landrum & Brown, Inc., an Ohio -based corporation, for acoustical /noise management consulting services for the Santa Monica Airport through June 30, 2015. This will result in a six -year amended agreement with a new total amount not to exceed $130,000, with future funding contingent on Council budget approval. Executive Summary In April 2007, the City approved Professional Services Agreement (PSA) No. 1494 with Mestre Greve Associates for a not -to- exceed amount of $50,000 for acoustical /noise management consulting services. In March 2009, the PSA was assigned to Landrum & Brown, Inc., following the merger of the firms. In May 2010, a second modification in the amount of $20,000 was approved, for a total not -to- exceed amount of $70,000, to cover additional technical work associated with an alternative flight path contemplated by the Federal Aviation Administration (FAA). Staff recommends a third modification in the amount of $60,000, for a total not -to- exceed amount of $130,000, with Landrum & Brown to provide acoustical /noise management consulting services through June 30, 2015. Background Airport staff contracts with an acoustical /noise management consulting firm to provide technical analysis & reports associated with the Airport's noise management program, including the development of annual noise contour updates and to make presentations to the Airport Commission regarding various aspects of aircraft noise and its impacts. E Mestre Greve Associates, specifically Vince Mestre, was originally contracted by the City in 1982 to conduct a comprehensive assessment of the noise environment at the Airport. The quantified data generated by this assessment resulted in the development of the City's Aircraft Noise Abatement Code. Since the inception of the current Noise Code, Mestre Greve Associates has provided acoustical /noise management consulting services to the City in support of the Airport's noise management program. On April 18, 2007, following a competitive proposal process, the City approved Professional Services Agreement (PSA) No. 1494 with Mestre Greve Associates in the amount of $50,000 to provide acoustical /noise management consulting services for the Santa Monica Airport. Mestre Greve Associates is recognized worldwide as one of the preeminent airport noise consulting firms. Mestre Greve Associates was purchased by Landrum & Brown in 2009, which resulted in the modification of the PSA. Mestre Greve Associates now operates as a division of Landrum & Brown. On May 2, 2010, a second modification was approved to increase the not -to- exceed amount to $70,000 to cover additional technical work associated with an alternative flight path contemplated by the FAA. Discussion Staff recommends a third modification in the amount of $60,000, for a total not -to- exceed amount of $130,000, with Landrum & Brown to continue providing acoustical /noise management consulting services through June 30, 2015. Of the modification amount, staff expects to expend $31,000 in FY 2012 -13 and the remaining $29,000 in FY 2013 -14 and 2014 -15. Mestre Greve Associates has 30 years of experience and knowledge associated with the Santa Monica Airport's noise program. No other consulting firm has this level of understanding of the Airport's noise program and it would take many months of training and hands -on experience for another firm to achieve the same level of expertise 2 currently possessed by Mestre Greve Associates. This is especially true in the preparation of the Airport's annual noise contours that incorporates aircraft departure procedures unique to the Santa Monica Airport. Additionally, Landrum & Brown indicated it would continue its 2006 consulting rate for the common tasks that are mostly used by the Airport on an annual basis (i.e. annual noise contour report and presentations to the Airport Commission). For these reasons, staff has determined that Mestre Greve Associates provides the greatest expertise and most cost - effective approach in providing acoustical /noise management consulting services for the Santa Monica Airport. Financial Impacts & Budget Actions The agreement modification to be awarded to Landrum & Brown is $60,000, for an amended agreement total not to exceed $130,000. Funds in the amount of $31,000 are available in the FY 2012 -2013 budget in Division 33431; agreement will be charged to account 33431.555060. Budget authority for subsequent budget years will be requested in each budget for Council approval. Future funding is contingent upon Council approval and budget adoption.
