Subject: Pressure Washer Solution
Recommended Action
Staff recommends that the City Council award Bid 4040 for the purchase and delivery of
pressure wash solution to DeltaGreen, a California -based company, for a term of one
year in the amount of $50,000 with two- additional one -year renewal options in the
amount of $50,000 each year for a total amount not to exceed $150,000 over a three -
year period, with future year funding contingent on Council budget approval.
Executive Summary
The Big Blue Bus (BBB) uses environmentally friendly water -based cleaner to pressure
wash the undercarriage and engine compartments of buses. This is performed on all
buses as part of a Standard Operating Procedure (SOP) prior to routine preventive
maintenance inspections and vehicle repairs. The recommended award to DeltaGreen
is for the purchase and delivery of DeltaGreen All Purpose Cleaner and Degreaser. The
award is for a one -year period and two additional one -year renewal options, subject to
annual budget approval. The total expenditure for the three -year term is $150,000.
Discussion
DeltaGreen All Purpose Cleaner Degreaser is an environmentally - friendly water -based
cleaner that is biodegradable, non - hazardous, non -toxic and highly dilutable. The BBB
has used the solution successfully on the undercarriages and engines of buses for
many years. It is effective in removing dirt, oil, and grease without the release of harmful
solvents or other toxic substances.
Vendor Selection
In October 2012, the City published Notices Inviting Bids to provide pressure washer
solution as required by BBB in accordance with City specifications. The bid was posted

on the City's on -line bidding site, and notices were advertised in the Santa Monica Daily
Press in accordance with City Charter and Municipal Code provisions. Two hundred and
sixty -six vendors were notified and 24 downloaded the bid. Three bids were received
and publicly opened on November 12, 2012 per Attachment A. In addition to evaluating
the bids on price, the City's Office of Sustainability and Environment (OSE) evaluated
the proposed products using the Material Safety Data Sheets (MSDS) for the presence
of toxic ingredients, biodegradability and the non - renewable resources used in deriving
the product. The Office of Sustainability rated DeltaGreen All Purpose Cleaner and
Degreaser as the best choice of the three products. DeltaGreen is recommended as the
best bidder.
Financial Impacts & Budget Actions
The purchase order to be awarded to DeltaGreen is $150,000. Funds are available in
the FY 2012 -13 budget in Division 651; the purchase order will be charged to Account
41651.544193. Future years' funding is contingent on Council budget approval. All
funds used for this purchase order come from funding sources specifically dedicated for
transit uses.
