Subject: Professional Services Agreement Modification for Deputy Inspection
Services for Parking Structure 6
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a first modification to Professional Services Agreement No. 9575 (CCS) in the
amount of $82,500 (includes a 10% contingency) with Willdan Geotechnical, a
California -based company, to provide deputy inspection services during the demolition
and rebuilding of Parking Structure 6. This will result in a two year amended agreement
with a new total amount not to exceed $368,000.
Executive Summary
On June 30, 2009, Council approved a contract with Morley Construction Company as
the design - builder for the demolition and rebuild of Parking Structure 6. On April 24,
2012, Council approved a contract with Willdan Geotechnical to provide deputy
inspection and material testing services for Parking Structure 6 in an amount not to
exceed $285,500. Additional deputy inspection services in the amount of $82,500 are
necessary due to a number of unforeseen conditions and additional requirements during
construction, which include modifications to the shoring design, plan check revisions,
and confirmation of the final electrical service for the structure. The project is expected
to be complete late 2013.
Background
On April 24, 2012, Council approved Professional Service Agreement No. 9575 (CCS)
with Willdan Geotechnical to provide deputy inspection and testing services for the
reconstruction of Parking Structure 6. These services are required to ensure that
structural concrete, masonry, steel, welding, and bolted elements are constructed to
City standards and specifications.

Discussion
The demolition and rebuild of Parking Structure 6 began on March 5, 2012. Due to
unforeseen conditions and additional requirements encountered during construction, the
scope of work required for inspection services has increased. These unforeseen
conditions and additional requirements include:
• When firms were asked to provide proposals for deputy inspection services,
the shoring design was not finalized and the shoring permit was not yet
issued.
• During the installation of the soldier piles for the shoring system, water and
sand were encountered underground while drilling for these piles. Additional
inspection services were required because the concrete compressive strength
required for the soldier piles was increased from 1,000 pounds per square
inch (psi) to 3500 psi.
• The shoring design was further modified during installation due to field
conditions requiring the installation of eight additional soldier piles. These
additional soldier piles and related components required additional inspection.
• The building permit was not yet issued when the deputy inspection services
were advertised for proposals. The plan check comments revised the
drawings, which will require more inspections than originally anticipated. For
example, the original project specifications required five concrete test
cylinders for every 100 cubic yards of concrete for the post- tensioned
concrete decks. During plan check, this specification was modified per
current Building Code to require an additional five sets of test cylinders for
each 100 cubic yards of concrete placed.
• The electrical service for the parking structure is still being confirmed by
Southern California Edison. The inspections required will depend on where
the electrical service originates and where the services enter the parking
structure.
The unknown existing conditions and additional requirements impact the project budget
and result in additional deputy inspections costs. The overall project budget is not
increased by these additional construction testing and inspection costs; rather, funds
are being reallocated from savings in the direct owner costs for the project. Budget
savings occurred in the hazardous materials contingency, which can now be utilized as
excavation is complete. The project is estimated to be completed by the end of
December 2013.

Financial Impacts & Budget Actions
The agreement modification to be awarded to Willdan Geotechnical is $82,500, for an
amended agreement total not to exceed $368,000. Funds are available in the FY 2012-
13 Capital Improvement Program (CIP) in account 0014049.589000, Parking Structure
6 Construction.
