SR-12-11-2012-3ICity of City Council Report Santa Monica City Council Meeting: December 11, 2012 Agenda Item: i —Z To: Mayor and City Council From: David Martin, Director, Planning & Community Development Department Subject: On -Call Traffic Signal Repair Service Recommended Action Staff recommends that the City Council award Bid #4033 for on -call traffic signal repair service to KDC, Inc. dba Dynalectric, Inc., a Los Alamitos, California -based company, to provide on -call traffic signal maintenance, repair, and installation services, in the amount of $43,547, for a total amount not to exceed $$205,516 over a three -year period, with future year funding contingent on Council budget approval. Executive Summary City Transportation Engineering and Management Division staff regularly require the assistance of on -call contractors to assist in traffic signal maintenance, repair, and installation. The City currently has an interim blanket purchase order with Dynalectric, Inc. in the amount of $10,000.00. Awarding formal Bid #4033, would increase Dynalectric's total compensation to $53,547 in FY 2012 -13, and a three -year total of $205,516.42 Discussion In order to ensure that City traffic signal assets remain operational and in a state of good repair every year, the City requests on -call traffic signal maintenance services from outside contractors to supplement City Traffic Signal maintenance staff. On July 1, 2011, Blanket Purchase Order (BPO) number 18599 -OF was awarded to Dynalectric, Inc. for up to $43,547. In October 2011 staff requested an increase of $22,000 to BPO 18599 -OF, which brought BPO 18599 -OF to $65,547 for FY 2011 -2012, and a two -year total of $99,970.84. On February 14, 2012 Council authorized an additional increase of $51,998.58 to BPO 18599 -OF, for a new purchase order total of $117,545.58 for FY 2011 -12, and a two -year total of $151,969.42. fl Contractor /Consultant Selection In September, 2012, the City published Notices Inviting Bids to provide on -call traffic signal repair services as required by the Transportation Engineering and Management Division in accordance with City specifications. The bid was posted on the City's on -line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. Three bids were received and publicly opened on September 28, 2012 per Attachment A. Bids were evaluated based on the price, ability to perform services, references, and compliance with City specifications. KDC, Inc. dba Dynalectric is recommended as the best bidder as they provided the lowest cost, and have positive references. Financial Impacts & Budget Actions The blanket purchase order to be awarded to KDC, Inc. dba Dynalectric, Inc. is $43,547, for a new three -year purchase order total of $205,516., Funds are available in the FY 2012 -13 budget in division 01416. The purchase order costs will be charged to account 01416.566470. Budget authority for subsequent budget years will be requested in each budget for Council approval. Future funding is contingent upon Council approval and budget adoption.
