Subject: Professional Medical Services
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a professional service agreement with Westchester Medical Group Center for
Heart and Health (WMGCHH), a California -based company, in an amount not to exceed
$25,000 for professional medical services, with four additional one -year renewal options
in the amount of $100,000, for a total amount not to exceed $125,000 over a five -year
period, with future year funding contingent on Council budget approval.
Executive Summary
The Police Department provides sworn personnel with professional medical services
and consulting, which includes health and fitness exams, DMV physicals, and dietary
guidelines, if needed. Following a formal bid process, staff recommends entering into a
five year contract with WMGCHH. The total annual expenditure is $25,000 for the first
year and a total five -year contract amount not to exceed $125,000.
Discussion
Police Department sworn personnel are given the option of receiving an annual
physical, which consists of blood analysis, urinalysis, body composition, vision testing,
color vision, hearing test, pulmonary function testing, chest x -ray, resting EKG, maximal
stress EKG, push -up evaluation, curl -up evaluation, flexibility evaluation, follow -up
referral to health practitioner, counseling and a confidential report regarding physical
recommendations. The screening test is a valuable tool in the identification and early
treatment of potentially life threatening conditions and can provide important information
about health status. The Police Department believes providing this service to sworn

personnel is the key to wellbeing and adopting a healthy lifestyle, especially with the
stress associated with their job duties. The recommended vendor, WMGCHH, has
provided this service for the last twelve years. To ensure that the City receives the best
possible services available at a competitive price, staff issued a new RFP in August
2012.
Vendor Selection
In August 2012, a Request for Proposals (RFP) was advertised on the City's online
bidding site to provide professional medical services. 64 vendors were notified, and 16
vendors downloaded the documents. Two written proposals were received and opened
on September 20, 2012. The proposals were evaluated based on price, the ability,
capacity, and skill of the bidder to provide the services. WMGCHH has the best price,
skill, capacity and the ability to provide all the required services in one place (not
referred to outside facilities). Based upon these criteria, Westchester Medical Group
Center for Health and Heart is recommended as the best bidder to provide professional
medical services in accordance with City specifications.
Financial Impacts & Budget Actions
The professional service agreement to be awarded to Westchester Medical Group
Center for Health and Heart is for an amount not to exceed $125,000. Funds for the
first year, in the amount of $25,000, are available in the FY 2012 -2013 budget in
Division 01304. The professional service agreement will be charged to 01304.555030.
Budget authority in subsequent years will be requested in each budget cycle for Council
approval. Future funding is contingent upon Council approval.
