Gorman, Director of Records & Election Services (City Clerk) Subject: Resolution Accepting the Official Canvass and Official Statement of Votes Cast for the Consolidated Municipal Election Held on November 6, 2012, and Declaring the Results Thereof Recommended Action Staff recommends that the City Council adopt the attached resolution accepting the official canvass for the Municipal Election held on November 6, 2012. Executive Summary On November 6, 2012, a consolidated municipal election was held in the City of Santa Monica with the purpose of electing three School Board Members to the Santa Monica - Malibu Unified School District, two Commissioners to the Santa Monica Rent Control Board for four -year terms, and four members to the Santa Monica City Council for four - year terms. There was another scheduled election to fill four seats on the Santa Monica Community College District Board of Trustees. However, by the end of the filing period there were only three candidates who applied and that qualified for the three vacant seats. The candidates were: Susan Aminoff, Margaret Quinones - Perez, and Robert Greenstein - Rader. Because the number of candidates for board members did not exceed the number of offices to be filled, the College District Board of Trustees election was cancelled as provided for by Section 5328 of the California Education Code and the qualified candidates will be appointed at the College District Board of Trustees' scheduled Organizational Meeting. The Rent Control Board also placed the following measure on the ballot. MEASURE GA: Shall the City Charter be amended to allow the annual rent control general adjustment to be based on 75% of the annual percentage change in the Consumer Price Index, but limited to an adjustment between 0% and 6 %; and to give the Rent Control 1 Board discretion, after a public hearing to impose a dollar limit, within the 0 -6% range, calculated using the same formula employed when imposing a limit under the existing general adjustment formula? Discussion The Registrar Recorder /County Clerk of the County of Los Angeles has submitted to the City Clerk a certified canvass of the votes cast for all candidates and for the ballot measures. The results, as reported by the County Clerk, are as follows: Candidates elected to the Santa Monica - Malibu Unified School District: CANDIDATE Ben Allen Maria Leon - Vazquez Jose Escarce VOTES PERCENT 23,810 24.48% 18,996 19.53 16,872 17.35 Candidates elected to the Santa Monica Rent Control Board: CANDIDATE VOTES PERCENT C D Walton 12,447 35.01% Ilse Rosenstein 12,184 34.27 Candidates elected to the Santa Monica City Council: CANDIDATE VOTES PERCENT Ted Winterer 17,716 14.86% Terry O'Day 17,126 14.36 Gleam Olivia Davis 15,217 12.76 Tony Vazquez 11,939 10.01 Measure GA was approved by the voters by the following votes: YES VOTES NO VOTES 18,650 12,166 2 60.52% 39.48 Financial Impacts & Budget Actions Funds for the cost of the election were approved during the FY 2011 -2013 budget process.
