A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE REVISED FINAL ENVIRONMENTAL IMPACT REPORT
ON THE VILLAGE TRAILER PARK PROJECT
WHEREAS, a Notice of Preparation of an Environmental Impact Report for the
Village Trailer Park Project was issued on June 10, 2010; and
WHEREAS, a Notice of Completion of a Draft Environmental Impact Report (Draft
EIR) was published on October 14, 2011 in compliance with the California Environmental
Quality Act and the City of Santa Monica CEQA Guidelines; and
WHEREAS, the Draft EIR was circulated for a 49 -day period which ended on
December 2, 2011; and
WHEREAS, the Draft EIR analyzed an approximately 399,581 square foot mixed-
use development with approximately 30 percent of the square footage dedicated to
commercial use (117,044 square feet) and approximately 70 percent of the square footage
dedicated to residential use (166 apartments and 227 condominiums) [ "the original

project "]; and
WHEREAS, the Final EIR was published in April, 2012; and
WHEREAS, subsequent to publication of the Final EIR, the applicant revised the
Village Trailer Park Project that would result in the retention of a portion (10 mobile home
spaces) of the existing Village Trailer Park on Parcel 4268- 002 -006, a reduction in the
overall square footage of the project from 399,581 square feet (sf) to 341,290 sf, reduction
in the number of residential units from 393 to 377 units, reduction in the proposed square
footage of commercial space from 117,044 sft to 24,940 sf, modification in the bedroom
mix of proposed residential units, and reduction in the number of new buildings from four to
three; and
WHEREAS, pursuant to CEQA Guidelines Section 15088.5, portions of the
Environmental Impact Report were recirculated (Recirculated EIR) in August 2012 to
provide significant new information with regard to the revised project; and
WHEREAS, the Recirculated EIR determined thatthe impacts of the revised project
would be less or similar to the original project's impact with the exception of shadows,
which would be significant and unavoidable; and
WHEREAS, a Revised Environmental Impact Report (Revised Final EIR) was
prepared in November 2012 which consists of the original Draft EIR, Final EIR,

Recirculated EIR, and responses to comments received on the Recirculated EIR; and
WHEREAS, the City Council has reviewed and considered the contents of the
Revised Final EIR in its decision - making process; and
WHEREAS, on November 13, 2012 the City Council, as Lead City Agency, reviewed
the Revised Final EIR;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council has reviewed and considered the information
contained in the Revised Final Environmental Impact Report on the Village Trailer Park
Project ('Revised Final EIR ") prior to acting on the project.
SECTION 2. The City Council certifies that the Revised Final EIR for the project
was presented to the City Council, that the Revised Final EIR for the project was
completed in full compliance with State law and City CEQA Guidelines, that there was
adequate public review of the Draft and Recirculated Environmental Impact Report, that it
has considered all comments on the Draft and Recirculated Environmental Impact Report
and responses to comments, that the Revised Final Environmental Impact Report
adequately discusses all significant environmental issues, that the Revised Final
Environmental Impact Report reflects the independent judgement and analysis of the City,

and that the City Council has reviewed and considered the information contained in the
Revised Final Environmental Impact Report in its decision - making process prior to acting
on the project.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
