King, Director of Transit Services Subject: Purchase of Replacement Heavy Duty Service Truck Recommended Action Staff recommends that the City Council award Bid No. 4031 to South Bay Ford, a California -based company, for the purchase and delivery of one new replacement heavy duty Compressed Natural Gas (CNG) powered service truck with utility body for a total amount of $180,906. Executive Summary Staff recommends award of Bid No. 4031 to South Bay Ford to furnish and deliver one new heavy duty CNG powered service truck in the amount of $180,906. The heavy duty service truck would be used to service buses that have broken down while in service. The new truck would replace an existing one that has reached the end of its 10 -year useful life. Discussion The proposed service truck would be used by the Transit Maintenance Division and replace one service truck that has reached the end of its useful life and is scheduled for replacement. The truck would be used by the Big Blue Bus (BBB) Maintenance Division technicians to respond to maintenance service requests by bus operators throughout the service area. The current truck is used in changing tires, performing minor service repairs (changing mirrors, wipers, engine restarts), and to safely push 40' and 60' buses out of traffic areas. As referenced in the January 15, 2008 information item that was submitted to the City Council, two goals of the Reduced - Emissions Fuels Policy for Vehicle Purchases are to 1 reduce emissions and to reduce the use of petroleum fuels. The purchase of this CNG service truck would contribute to these goals Vendor Selection In August 2012, the City published Notices Inviting Bids to provide a shop truck as required by the Big Blue Bus in accordance with City specifications. The bid was posted on the City's on -line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. Three bids were received and publicly opened on August 29, 2012 per Attachment A. Two of the three bidders were disqualified as not responsive because they did not bid the truck bed specified. South Bay Ford is recommended as the best bidder based on price, and compliance with City specifications. Financial Impacts & Budget Actions The purchase order amount to be awarded to South Bay Ford is $180,906. Funds in the amount of $180,906 are available in the FY 2012 -13 budget at account number 0410115.589000.
