Recommended Action Staff recommends that the City Council: • Adopt the attached resolution authorizing the application for future grant funds from Hazard Mitigation Grant Program and Pre - disaster Mitigation Program from the California Emergency Management Agency for disaster mitigation and recovery funding; • Authorize the City Manager to execute all necessary documents to apply for these future grants, accept the grants, if awarded, and accept all grant renewals, if awarded. • Authorize the City Manager to accept a grant awarded in the amount of $18,750 from the California Emergency Management Agency for the City of Santa Monica's Local Hazard Mitigation Plan, and to accept all grant renewals. • Authorize budget changes as outlined in the Financial Impacts and Budget Actions section of this report. Executive Summary The City of Santa Monica was recently awarded a Local Hazard Mitigation Planning Grant in the amount of $18,750. This grant will be used to hire a contractor to update the City of Santa Monica's Local Hazard Mitigation Plan. As part of the grant award process, the City of Santa Monica must submit a "Designation of Applicants' Resolution" authorizing an agent on behalf of the City to execute this grant and future grants Discussion The Local Hazard Mitigation Plan is required in order to apply for disaster mitigation and recovery funding prior to and following a disaster. The !'Designation of Applicants' Resolution" affirms the authority of the City Manager to accept this grant and future grants. This document is required by the California Emergency Management Agency in order for grant funds to be released. Once the" Designation of Applicants' Resolution" is returned to the California Emergency Management Agency, the Office of Emergency Management will proceed with the Request for Proposal process to hire a contractor to assist in the Local Hazard Mitigation Plan update. Financial Impacts & Budget Actions Award of a $18,750 grant from the California Emergency Management Agency requires the following FY 2012 -13 budget changes: Increase revenue budget at account 20227.408310 in the amount of $18,750. Appropriate the following expenditures to reflect receipt of the Local Hazard Mitigation Planning grant: $18,750 at account 20227.570050. The grant requires a 25 percent local match, or $6,250, which is included in the FY 2012 -13 budget at account 01227.544010.
