Subject: Modification to existing Resolution 9936 to authorize the City Manager to
act on City projects financed by state funds, such as grants received by
Caltrans
Recommended Action
Staff recommends that the City Council approve the attached modification to Resolution
9936 to add State funded projects, thus authorizing the City Manager to act on behalf of
the City of Santa Monica on matters associated with the administration and
implementation of either federally funded highway programs and/or state funded
programs.
Executive Summary
Resolution 9936 currently provides the City Manager authorization to act on behalf of
the City of Santa Monica on matters associated with the administration and
implementation of various federally funded highway programs. This resolution is
commonly required as an attachment to federal and California Department of
Transportation (Caltrans) grant authorizations that include project Program Supplement
Agreements. However, the current resolution only specifies federally funded highway
programs. Staff recommends that this be modified to include state programs as well.
This will allow all state or federal grant funded projects to be covered by this resolution
and allow staff to execute an existing state funded grant, Santa Monica High School
Safe Routes to School, as well as apply for future grants from the State of California.
There are no financial implications.
Discussion
In 1977 the City of Santa Monica entered into a Local Agency -State Agreement for
Federal -Aid Projects with the Caltrans, which calls for a resolution to be adopted
authorizing the City Manager to execute Program Supplement Agreements for each
project receiving federal funds. In 1996 Council adopted Resolution 8997 which

provided the City Manager with blanket authority to act on behalf of the City for all
matters associated with federal transportation grants.
Since 1991 the City has received numerous federally funded transportation grants for
various City projects. In addition, the City receives local entitlement funds each year
under the Surface Transportation Program — Local funding sources. Each of these
grants is passed through to Caltrans from the Federal Highway Administration and is
therefore governed by the 1977 master agreement. On March 23, 2004, the Council
approved Resolution 9936, which updated the 1996 resolution authorizing the City
Manager to act on the City's behalf to specifically include the successor legislation to
the Surface Transportation program.
The City was recently awarded a State of California Safe Routes to School Program
grant in the amount of $880,000 to complete improvements at Santa Monica High
School. Since the grant is State funded, the current Resolution 9936 does not allow the
City Manager to sign the contractual agreement. The attached resolution updates
language in the resolution approved by the City Council on March 23, 2004 to include
both federal and state funded programs.
