Subject: Bid Award for Graffiti Removal and Painting Services at the Santa Monica
Pier
Recommended Action
Staff recommends that the City Council award Bid #4003 for graffiti removal and
painting services at the Santa Monica Pier to Parrot Painting, a California -based
company, in an amount not to exceed $40,000 for FY 2012 -13, with two one -year
renewal options and a not to exceed amount of $130,000 for a three -year period.
Executive Summary
The City contracts out graffiti removal and painting services to maintain the appearance
of the Santa Monica Pier (Pier) structure, buildings, and fixtures. In June 2012 the City
solicited bids for such services. After reviewing all four bids received, staff recommends
Parrot Painting as the best bidder to provide graffiti removal and painting services at the
Pier for a total not to exceed amount of $130,000 for a three -year period.
Discussion
Staff coordinates the graffiti removal and painting contract to properly maintain the
appearance of the Pier, which is one of the premier tourist attractions in Southern
California. The contractor removes graffiti from all areas of the Pier, focusing on
restrooms, buildings, fishing decks, and other areas. In addition, the contractor also
assists Pier staff in painting buildings, light poles, railings, stairways and traffic striping.
Vendor Selection
In June 2012 the City published Notices Inviting Bids for graffiti removal and painting
services at the Pier. The bid was posted on the City's online bidding site and notices
were advertised in the Santa Monica Daily Press in accordance with the City Charter
and Municipal Code provisions. Four bids were received and publicly opened on July 3,

2012, per Attachment A. Bids were evaluated on price, vendor qualifications and
experience, and compliance with City specifications. Based upon these criteria, Parrot
Painting is recommended as the best bidder to provide graffiti removal and painting
services at the Pier in accordance with City specifications.
Financial Impacts & Budget Actions
The purchase order to be awarded to Parrot Painting will not exceed $40,000. Funds in
the amount of $40,000 are included in the FY 2012 -2013 budget in account
30455.555010. Budget authority for subsequent years will be requested in each budget
cycle for Council approval. Future funding is contingent upon Council approval.
