Subject: Big Blue Bus Administration Building Waterproofing Contract
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with Fortex
Construction, a California -based company, in an. amount not to exceed $172,590
(includes a 10% contingency) for building enclosure waterproofing, repair and
replacement work at the Big Blue Bus administration building.
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
Various improvements have recently been made to the Big Blue Bus administration building,
located at 1660 7th Street. The last phase of these improvements is waterproofing the
building to prevent further water intrusion into the structure. In June 2012, the City issued a
Request for Bids for a waterproofing contractor to repair the water intrusion at the
administration building. After evaluating all three bids received, Fortex Construction is
recommended as the best bidder with a contract amount not to exceed $172,590.
Background
Over the last couple of years, various improvements have been made to the Big Blue Bus
administration building, located at 1660 7th Street. These improvements were necessary to
allow for better handling of service needs, operations and administration needs, as well as
meeting Americans with Disabilities Act requirements. The waterproofing of the structure is
the final phase of the overall improvements at the Big Blue Bus administration building.

On January 24, 2011, the City hired DLR Group WWCOT to assess the water intrusion at the
Big Blue Bus administration building. Upon completing the assessment, it was determined
that the existing weatherproofing systems had numerous deficiencies, especially the existing
custom skylight and portions of the adjacent building envelope, resulting in the deterioration
of the building enclosure system. DLR Group WWCOT recommended hiring a waterproofing
contractor to remove the built -up sealant and exterior framing components to allow for repair.
The framing and glazing also needs to be cleaned and verified for continued serviceability,
then reinstalled or replaced as necessary to provide a water -tight installation of the building
enclosure system.
Discussion
Contractor Selection
On June 28, 2012, the City published Notices Inviting Bids to repair the water intrusion at the
Big Blue Bus administration building. The bid was posted on the City's on -line bidding site
and notices were advertised in the Santa Monica Daily Press in accordance with City Charter
and Municipal Code provisions. Over 750 vendors were notified and 27 prospective bidders
made requests for bid documents. Three bids were received and publicly opened on July 24,
2012 as follows:
Fortex Construction
$156,900
Magic Hammer Development Inc. $185,000
Howard Ridley Co. Inc. $278,700
The bids were evaluated based on qualifications, experience, and pricing. Based on these
criteria, Fortex Construction is recommended as the best bidder to complete the
waterproofing, repair and replacement work at the Big Blue Bus administration building in
accordance with City specifications.
Fortex Construction recently completed projects for the City of Corona, City of Rancho
Cucamonga, and Metropolitan Water District of Southern California. References were
contacted and respondents reported that the contractor performed well on their projects. The

California Contractors State License Board verified that contractor's license is current and in
good standing.
Financial Impacts & Budget Actions
The contract to be awarded to Fortex Construction is $172,590 (includes a 10% contingency).
Funds are available in the FY 2012 -13 Capital Improvement Program Budget in account
0410826.589000.
