TUESDAY, JULY 17, 2012
A special meeting of the Santa Monica City Council was called to order by Mayor Pro Tern Davis at 5:36
p.m., on Tuesday, July 17, 2012, at City Council Chambers, 1685 Main Street.
Roll Call: Present: Mayor Richard Bloom (arrived at 5:38 p.m.)

Councilmember Terry O'Day (arrived at 5:38 p.m.)
Absent: Councilmember Bobby Shriver

CONVENE/PLEDGE On order of Mayor Pro Tern Davis, the City Council convened at 5:36 p.m.,
with Councilmembers O'Day, Shriver and Mayor Bloom absent.
Councilmember McKeown led the assemblage in the Pledge of Allegiance.
CLOSED SESSIONS There was no one present for public comment for closed sessions. On
order of the Mayor Pro Tem, the City Council recessed at 5:37 p.m., and
Councilmember O'Day and reconvened at 7:54 p.m., with Councilmember Shriver absent, to report the
Mayor Bloom arrived at 5 :38 following:

1 -A: Public Employee Recruitment.
Title: City Clerk
Mayor Bloom reported that this matter was heard and no reportable action
was taken.
1 -B: Conference with Legal Counsel — Pending Litigation 54956.9(a)
—1 Case (Administrative Complaint of Tina Wimberly).
The City Attorney recommended a settlement of this claim, related to a
claim filed against the City with the EOC by Ms. Wimberly, as follows:

The City will pay $44,726 to Ms. Wimberly; Ms. Wimberly will resign her
work with the City on a specified date; the City will pay COBRA benefits
for a specified period of time; and, the City will not challenge
unemployment benefits.
Motion by Mayor Pro Tern Davis, seconded by Councilmember O'Day, to
approve the proposed settlement. The motion was approved by the
following vote:
AYES: Councilmembers O'Connor, Holbrook, O'Day, McKeown,
Mayor Pro Tern Davis, Mayor Bloom
NOES: None
ABSENT: Councilmember Shriver
STAFF ITEMS: 8 -A: Proposed Amendments to Rent Control Law — recommendation
AMENDMENT TO RENT to consider the Rent Control Board's proposal to amend the provisions of
CONTROL LAW the City Charter related to the computation of the annual adjustment to rent
ceilings; either approve the proposed amendments or direct staff to make
specified revisions; and, direct staff to return with the resolutions necessary
to place a measure on the November ballot, was presented.
Members of the public Todd Flora, Jennifer Kennedy, and Marilyn - Korade
Wilson spoke in support of the proposal.
Member of the public David spoke in support of delaying approval of the
proposal and suggested various changes.
Motion by Councilmember Holbrook, seconded by Councilmember
McKeown, to approve the recommendation. The motion was approved by
the following vote:
AYES: Councilmembers McKeown, O'Day, Holbrook, O'Connor,
Mayor Pro Tem Davis, Mayor Bloom
NOES: None
ABSENT: Councilmember Shriver
COUNCIL ITEMS: 13 -A: Request of Mayor Bloom that the City Council approve an
JAMS STUDENTS allocation of Council discretionary funds to the John Adams Middle
TRAVEL TO JAPAN School Science Magnet program in the amount of $6000 for the
purpose of defraying travel expenses for their trip to Kizugawa, Japan.
Members of the public Meghan Maguire, Robert Garfield, Ellen Hannan,
David, Deborah Chandler, Tom Beaulie, Lori Brown, Karen Harris,
Beverly Ramos, and Natalia Garbar spoke in support of the request.

ADJOURNMENT
Member of the public Denise Barton expressed concerns regarding the use
of public funds.
Motion by Mayor Bloom, seconded by Councilmember McKeown, to
approve the request. The motion was approved by the following vote:
AYES: Councilmembers O'Connor, Holbrook, O'Day, McKeown,
Mayor Pro Tern Davis, Mayor Bloom
NOES: None
ABSENT: Councilmember Shriver.
On order of the Mayor, the City Council meeting was adjourned at 8:30
p.m.
