SR-08-14-2012 3MID City of City Council Rep ®r Santa Honiea, City Council Meeting: August 14, 2012 Agenda Item: To: Mayor and City Council From: Jacqueline Seabrooks, Chief of Police Subject: 2012 DOJ Edward Byrne Memorial Justice Assistance Grant (JAG) Recommended Action Staff recommends that the City Council: 1) Authorize the City Manager to accept a grant award from the US Department of Justice for the amount of $33,776. 2) Authorize the budget changes outlined in the Financial Impacts and Budget Actions section of this report. Executive Summary The City of Santa Monica Police Department has been awarded a grant of $33,776 under the 2012 Justice Assistance Grant (JAG) Program, which is administered by the U.S. Department of Justice. Funds are received in the first year of a four -year grant period. All funds must be utilized by the end of the four -year grant period. No local match is required. The City of Santa Monica Police Department's proposal only allows for funds to be used for costs associated with the Crime Impact Deployment program. The funds would support extra staffing during deployment cycles. Discussion In 2009 and 2011 the City Council authorized the Police Department to utilize funds awarded under the JAG program to fund the costs associated with the deployment of the Crime Impact Team. The Police Department seeks to continue the use of 2012 JAG Program grant funds in this manner. This funding pays the overtime costs associated 1 with intelligence gathering for and the precision enforcement activities of the Crime Impact Team. These operations require data analysis to identify crime trends occurring in particular location(s). Based upon the outcome of the investigative analyses, the Crime Impact Team is deployed to those locations to enforce laws and ultimately reduce criminal activity. This funding provides the Police Department with supplemental resources to offset the staffing costs associated with these precision operations. To meet the conditions of the grant, the applicant must provide a 30 -day period for public comment on the proposed use of the funds. The City of Santa Monica met this condition by issuing a public service announcement from May 23, 2012 through June 22, 2012. The announcement was posted on the City and Police Department websites, public bulletin boards in City Hall and the Public Safety Facility and was distributed by the Police Department's community bulletin via email. No responses were received in opposition to the use of the JAG Program funds. Financial Impacts & Budget Actions Award of a $33,776 grant from the Department of Justice, Edward Byrne Memorial Justice Assistance Grant requires the following FY 2012 -2013 budget changes: 1. Establish a revenue budget at account 20304.403634 in the amount of $33,776. 2. Appropriate the following operating expenditures: $33,776 at account 20304.578839 to reflect receipt of the Department of Justice, Edward Byrne Memorial Justice Assistance Grant.
